AGENDA MEMO
DATE:
October 26, 2010
TO:
Mayor and Members of the City Council
FROM:
Office of the City Manager
By: John Oskoui, P.E., Director of Public Works
SUBJECT: PROFESSIONAL ON-CALL CONSTRUCTION INSPECTION SERVICES
AGREEMENT – EXECUTE PROFESSIONAL SERVICES AGREEMENTS
RECOMMENDATION:
That the City Council authorize the Mayor to execute Professional Services Agreements
with GK & Associates, Winzler & Kelly and CivilSource, Inc. for On-Call Construction
Inspection Services for a period of up to two years.
BACKGROUND:
The City has used on-call construction inspection services to augment City inspection
staff on major capital improvement projects and for the inspection of miscellaneous
improvements completed within the public right of way by property owners, other
agencies or private companies, via the permitting process. Currently, the City has no
Public Works Construction Inspectors on-staff and, therefore, is required to contract with
consulting firms for these services.
Over the past six years, the City has utilized the services of Willdan Engineering for this
service. Due to the pending expiration of this agreement at the end of October 2010,
staff prepared a Request for Proposals (RFP) for On-Call Construction Inspection
Services in order to continue receiving these services at competitive rates.
DISCUSSION:
On September 10, 2010, the City distributed the RFP to the following eight firms:
Savannah Tech CivilSource
Harris & Associates Winzler & Kelly
Willdan Engineering Onward Engineering
GK & Associates CBM Consulting, Inc.
Proposals were received from seven of the firms on September 30, 2010. Based on a
review of the proposals, GK & Associates, Winzler & Kelly and CivilSource, Inc. were
rated as the three highest among the seven firms based on qualifications, the firms’
inspectors’ experience relative to various upcoming City projects (i.e., Lakewood
Boulevard Phase 3A, Downey Avenue Pavement Rehabilitation, Citywide Residential
Pavement Rehabilitation and Slurry Seal, etc.) understanding of the services to be
provided, references and cost effectiveness.

Winzler & Kelly and CivilSource, Inc. will be billed at $75 to $110 per hour, depending

within the public right of way.
