SUBJECT: CITY OF DOWNEY NATURAL HAZARD MITIGATION PLAN
RECOMMENDATION
That the City Council approve modifications to the City Natural Hazard Mitigation Plan
for 2010.
BACKGROUND
A City Natural Hazard Mitigation Plan was developed and submitted to the California
Emergency Management Agency (CAL-EMA) for approval. This action was in response
to federal legislation (Disaster Mitigation Act, 2000) requiring cities to have pre-disaster
plans developed for hazard mitigation purposes. The Plan was approved by CAL-EMA
and forwarded to the Federal Emergency Management Agency (FEMA) for their
approval. FEMA recommended minor modifications to the plan.
The Natural Hazard Mitigation Plan includes: (1) an assessment of the natural hazards
threatening the community; (2) a determination of the potential financial impact of these
hazards; (3) identification of mitigation measures to address the hazards; and, (4) an
implementation plan to reduce the impact of the identified natural disasters.
The plan is the result of: (1) numerous City staff meetings (Fire, Police, Community
Development, Public Works); (2) multi-jurisdictional meetings with the City of South
Gate and representatives of the Downey Unified School District; (3) public input from
community events; and, (4) input from the Emergency Preparedness Committee.
Carolyn Harshman of Emergency Planning Consultants was retained by the City to write
the Hazard Mitigation Plan.
DISCUSSION
The Natural Hazard Mitigation Plan (NHMP) for 2010 has been completed. The FEMA
recommendations have been included in the plan and will be submitted to FEMA for
final approval. The plan covers the three natural hazards most likely to occur in the
City, (earthquake, flood, wind storm). Historical data was collected to complete the
hazard analysis and risk assessment. The remaining steps for implementation of the
plan are as follows: (1) City Council approval of the final plan; (2) plan submittal; and,
(3) approval by FEMA.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF DOWNEY ACCEPTING
MODIFICATIONS TO THE CITY NATURAL HAZARD MITIGATION PLAN
FOR 2010.
WHEREAS,
the Federal Government funds disaster relief, recovery and some hazard
mitigation through the Federal Emergency Management Agency (FEMA); and
WHEREAS
, the Disaster Mitigation Act of 2000 (Public Law 106-390) reinforces the
importance of mitigation planning including pre-disaster and post-disaster efforts; and
WHEREAS
, the City of Downey is required to develop and maintain a hazard mitigation
plan to comply with Public Law 106-390; and
WHEREAS
, the City, as required by the Public Law, will coordinate the efforts of City
departments, community organizations, and the school district to complete and maintain a
hazard mitigation plan.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES
RESOLVE AS FOLLOWS:
SECTION 1
. To accept modifications to the natural hazard mitigation plan.
SECTION 2.
To authorize the City Manager to execute agreements as needed.
SECTION 3.
The City Clerk shall certify the adoption of this Resolution.
