S.S. 610 : PEDESTRIAN COUNTDOWN HEADS PROJECT AWARD CONSTRUCTION CONTRACT RECOMMENDATION: That the City Council award Cash Contract No. S.S. 610 to Republic Intelligent Transportation Services, Inc. in the amount of $27,720 for the Pedestrian Countdown Heads Project. BACKGROUND: The City applied for and received $67,500 in grant funds through the federal Highway Safety Improvement Program (HSIP) for the installation of pedestrian countdown heads at a minimum of twenty (20) signalized intersections throughout the City. A 10% local match in the amount of $7,500 was required in order to receive these grant funds. Pedestrian countdown heads are devices that are utilized to enhance pedestrian safety. Pedestrian countdown heads are similar to the pedestrian “Walk/Don’t Walk” signals currently used at signalized intersections, but with the addition of a “countdown” timer that counts down during the flashing “Don’t Walk” interval to make pedestrians aware of the time remaining before the steady “Don’t Walk” indication begins (please see attached). The countdown timer is intended to enhance pedestrian safety by discouraging pedestrians from crossing the street when there is insufficient time to safely walk to the opposite side. The countdown head devices will be installed at twenty (20) intersections throughout the City as shown on the attached location map.Subject to Caltrans approval, additional intersections will be retrofitted with the countdown devices in order to fully utilize the funding provided in the grant. Priority will be given to those intersections with high concentrations of pedestrian traffic, particularly intersections located adjacent to schools. DISCUSSION: During its meeting of July 27, 2010, the City Council approved the plans and specifications and granted authority to advertise for bids for Cash Contract N. S.S. 610. The bid opening for this project was held on September 14, 2010. The City received eight (8) bids (please see attached bid summary). The apparent lowest responsive bidder was Republic Intelligent Transportation Services, Inc. (Republic ITS) of Anaheim, CITY OF DOWNEY, CALIFORNIA Mayor and Members of the City Council Cash Contract No. S.S. 610 – Pedestrian Countdown Heads Project October 12, 2010 Page 2 with a bid of $27,720. Republic ITS is a qualified contractor and has completed similar traffic signalization-related projects for the Cities of Arcadia, Brea, Corona, Culver City, Irvine, Lynwood and Paramount as well as various Caltrans districts, the County of Los Angeles and John Wayne Airport. The project specifications indicated the need for the contractor to carry a state-issued electrical (C10) license and an Underutilized Disadvantaged Business Enterprise (UDBE) participation goal of 6%. Staff has verified that Republic ITS carries a valid C10 license and a UDBE participation of 10%. Therefore, staff recommends the contract be awarded to Republic ITS. FINANCIAL IMPACT: The total estimated cost of this project is $33,992. Sufficient funding for this project is currently programmed in the FY 2010-11 Capital Improvement Program, consisting of the $30,593 in federal HSIP grant funds and the required $3,992 (10%) local match, which consists of gas tax revenues.
