Pomrehn, Assistant Deputy City Manager SUBJECT:Council Priority List Update RECOMMENDATION That the City Council provide feedback to staff’s presentation on the seven priorities currently being implemented by various departments. BACKGROUND In early 2009 the City Council, through a series of workshops and meetings, established a list of Council priorities. Although the initial list began with nearly fifty priorities, the City Council was able to reduce the list to seventeen workable priorities and directed staff to begin implementation. Staff began implementing the seventeen priorities and provided an update to the City Council at their October 13, 2009 meeting. Based on the update given to the City Council at the meeting, the priority list was further refined to the following seven priorities. 1. Inventory, evaluate, and prioritize park facilities, usage, and security concerns. More field space at Apollo Park and Independence Park. Plus new irrigation and turf renovation and much, much better lights. Establish a dog park, preferably at Independence Park. Finish the public works yard consolidation and park expansion. 2. Review and revamp road maintenance schedule, our roads are deteriorating at a faster pace than maintenance. Identify and mitigate worst traffic congestion in the city through various measures including signal synchronization and reduction in on- street parking. 3. Promote economic development through review and consideration of zoning opportunities, business retention programs, increased staff awareness of overall vision, and review and streamlining of processes where appropriate. Expand business development and retention programs along Firestone Boulevard. Operate in a businesslike manner. Develop and train highly qualified City workforce committed to excellent customer service. 4. Investigate the feasibility and cost to implement new technologies including cameras to increase crime prevention in heavily impacted public areas. CITY OF DOWNEY, CALIFORNIA 5. Code enforcement find a better way to deal with our continual sites that have been that way for a year or more to give the neighborhoods some relief form the eye sore they have had to put up with for over a year. Inventory and evaluate commercial centers and corridors to determine what steps may be necessary to reduce blight. Establish clear policy and procedures to expedite completion of lapsed building permits and promote program to residential related industries (realtors, lenders, and developers) 6. Establish an interdepartmental Grant Team to identify and apply for grants. 7. Expand / Improve public information through website enhancements, including utility bill management, pushed e-mail alerts and notices, and interactive on-line directory of events and civic groups. Update our City’s websites so more business/citizen functions can be completed online. Expand public information to be real-time and interactive. Wi-Fi for City Hall, City Facilities, and other heavily traveled areas. DISCUSSION Staff has been working to implement or continuing to research the feasibility of the seven remaining priorities. Staff will provide the City Council with an update on each of the seven priorities at the meeting.
