Cash Contract 632-3A Lakewood Award AGENDA MEMO DATE: September 28, 2010 TO: Mayor and Members of the City Council FROM: Office of the City Manager By: John Oskoui, P.E., Director of Public Works SUBJECT: CASH CONTRACT NO. 632-3A LAKEWOOD BOULEVARD IMPROVEMENTS PROJECT – PHASE 3A FIFTH STREET/CECILIA STREET TO FLORENCE AVENUE AWARD CONSTRUCTION CONTRACT RECOMMENDATION: That the City Council award Cash Contract No. 632-3A in the amount of $3,233,203.32 to Sully-Miller Contracting Company for the Lakewood Boulevard Improvement Project - Phase 3A. BACKGROUND: Over the past several years, the City has been incrementally improving the Lakewood Boulevard corridor through a series of projects that have been aimed at promoting orderly traffic flow, efficiency and safety; enhancing pedestrian security; improving the aesthetics and adding to and extending the life of the infrastructure. To date, the Lakewood Boulevard corridor has been improved from Gardendale Street to Fifth Street/Cecilia Street. The Lakewood Boulevard Improvement Project - Phase 3A is the sixth segment in the multi-phased construction project along Lakewood Boulevard. This segment, from Fifth Street/Cecilia Street to Florence Avenue, will continue with improvements similar to those completed on previous phases. Specifically, the improvements to be constructed under Phase 3A include the following: Minor widening to provide wider lanes in each direction in order to increase vehicle capacity and throughput; Construction of new raised landscaped median islands in order to reduce multiple conflict points and enhance traffic safety; Installation of irrigation systems and landscaping in the center median islands and parkways, identical to the landscaping scheme implemented along prior project phases to improve the aesthetics of the corridor; Installation of decorative street lighting within the center island medians and ornamental pedestrian lighting within the parkways to further enhance safety and aesthetics; Construction of a twelve-inch recycled water main to irrigate the proposed landscaping and serve future customers in the area; CITY OF DOWNEY, CALIFORNIA Mayor and Members of the City Council Lakewood Boulevard Improvements Project – Phase 3A September 28, 2010 Page 2 Replacement of potable water improvements that serve existing customers in the area; Rehabilitation of existing asphalt concrete pavement to extend the life of the infrastructure; and Reconstruction of existing miscellaneous concrete improvements such as curbs, gutters, curb ramps, driveway approaches and decorative sidewalk. DISCUSSION: During its meeting of August 25, 2009, the City Council approved the plans and specifications and granted authority to advertise for bids on Phase 3A of the Lakewood Boulevard Improvement Project. On September 20, 2010, six bids were received as shown on the attached bid summation. The apparent lowest responsive bidder was Sully-Miller Contracting Company with a bid of $3,233,203.32. Sully-Miller Contracting Company has satisfactorily completed various projects for the City of Downey. Staff has also been diligently pursuing SCE, Verizon, Time Warner Cable and NextG Communications to underground their existing overhead utilities as part of the Underground Utility District No. 21 project along Lakewood Boulevard. Their Contractor, W.A. Rasic Construction, has started installing the underground utility substructures and it is anticipated that the substructure work will be completed by early November. The installation of the underground conductors, equipment and removal of the power poles, will immediately follow. Therefore, the City is ready to move forward with the construction of the Lakewood Boulevard Improvement Project - Phase 3A. FINANCIAL IMPACTS: A detailed cost accounting and funding analysis, based upon the bid received from Sully-Miller Contracting Company, is summarized on the following page. The total estimated cost of the project is $4,461,183. Three funding sources will be utilized for this project, including the Federal Economic Stimulus funds received through the American Recovery and Reinvestment Act (ARRA) Tier One funds in the amount of $3,317,000; Safe, Accountable, Flexible, Efficient Transportation Equity Act – Legacy for Users (SAFETEA-LU) Federal Earmark funds in the amount of $1,439,840; and City Gas Tax funds in the amount of $626,900.
