PROJECT – APPROVE PLANS AND SPECIFICATIONS AND
AUTHORIZATION TO SOLICIT BIDS
RECOMMENDATION:
That the City Council:
1. Approve Plans and Specifications and authorize solicitation for bids for
Cash Contract No. S.S. 609 – School Zone Signage and Pavement Marking
Upgrades Project; and
ADOPT A RESOLUTION APPROVING PROGRAM SUPPLEMENT NO.
2.
029-N TO THE CITY OF DOWNEY - STATE MASTER AGREEMENT NO.
07-5334R.
BACKGROUND:
In 2007, the City applied to the State Department of Transportation (Caltrans) for project
grant funds through the FY 2006-07 federal Highway Safety Improvement Program
(HSIP) for the upgrading of existing school zone signage and pavement markings within
20 school zones throughout the City. The approved project consisted of a total of
$48,400 and was made up of the HSIP grant of $43,560 and a 10% local match in the
amount of $4,840, which was required in order to receive the grant funds.
A recent policy change in the posting of traffic control devices within public rights-of-way
in the state of California in accordance with the California Manual of Uniform Traffic
Control Devices has altered the requirements for traffic signs within school areas and at
pedestrian crossings. Hence, local agencies within the state are now mandated to
change out the signage at these locations to comply with the new policy.
DISCUSSION:
The plans, specifications and construction cost estimate (PS&E) have been completed
for this project and authorization has been received from the California Department of
Transportation (Caltrans) to advertise the project for construction. In addition, public
agencies utilizing federal funds for highway-related projects are required to execute a
Program Supplement Agreement (PSA) with Caltrans prior to invoicing Caltrans for
federal funds expended on the project.

The purpose of the PSA is to specify the terms and conditions of the specific details of
the project between the state and the local agency in order to allow the fund transfer to
occur. The School Zone Signage and Pavement Marking Upgrades Project is a
federally-funded City project requiring the execution of a PSA.
FINANCIAL IMPACT:
The total estimated cost of this project is $83,000, which includes the cost of design,
construction, project administration, inspection and contingencies. Funding for this
project in the amount of $98,400 is currently programmed in the FY 2010-11 Capital
Improvement Program, consisting of the $43,560 federal HSIP grant funds and $54,840
in local funds, consisting of gas tax revenues. A detailed summary of estimated project
costs and funding will be presented at the time of project award.

PROJECT (CASH CONTRACT NO. S.S. 609)
WHEREAS
, the City Council of the City of Downey has adopted Resolution No. 07-6960
approving City of Downey - State Master Agreement No. 07-5334R, which covers highway
projects receiving federal aid within the City; and
WHEREAS
, public agencies utilizing federal funds for highway-related projects are
required to execute a Program Supplemental Agreement (PSA) with the California Department
of Transportation (Caltrans) prior to invoicing Caltrans for federal funds expended on the
project; and
WHEREAS
, the attached Program Supplement No. 029-N to City of Downey - State
Master Agreement No. 07-5334R covers federal aid funding for the School Zone Signage and
Pavement Marking Upgrades Project (Cash Contract No. S.S. 609); and
WHEREAS
, the City of Downey has received authorization from the State of California
Department of Transportation to proceed with construction on this project.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1.
The City Council of the City of Downey does hereby approve Program
Supplement Agreement No. 029-N to the City of Downey - State Master Agreement No. 07-
5334R covering funding for construction work on said project.
SECTION 2.
The City Clerk shall certify to the adoption of this resolution and forward
two (2) certified copies of this resolution to the Director of Public Works for transmittal to the
State.
