SUBJECT:CASH CONTRACT NO. 676A – SMALLWOOD TRANSIT YARD
ASBESTOS AND LEAD ABATEMENT PROJECT
RECOMMENDATION:
That the City Council accept the improvements constructed under Cash Contract No.
676A, and approve the final construction contract amount of $26,089.
DISCUSSION:
On May 11, 2010, the City Council awarded Cash Contract No. 676A to Specialized
Environmental, Inc. for the abatement of lead and asbestos containing material at the
Smallwood Transit Yard facility in the amount of $18,952. Prior to the start of the
abatement work, additional testing of asbestos-containing materials such as floor tile,
floor mastic, exterior stucco, wall plaster and window putty was conducted to verify the
results of tests that were performed in 2003.
Test results determined that the asbestos content in the exterior stucco material was
below the regulated levels currently in place, indicating that the material did not need to
be abated. The elimination of the exterior stucco abatement activities from the original
scope of work resulted in a cost savings of $12,000.
Staff met with Specialized Environmental, Inc. and requested a quote for the demolition
and disposal of the entire Transit Yard including the structures, concrete slabs and
asphalt concrete pavement. The quote received was for $18,000 and on June 22,
2010, the City Council authorized the issuance of a contract change order for the
demolition of the facility.
The abatement work was satisfactorily completed without any additional costs. The
demolition work was also satisfactorily completed; however, Specialized Environmental,
Inc. did request and received approval for additional compensation in the amount of
$1,500 for the removal of unforeseen buried asphalt pavement below the existing
structures at the facility.

FINANCIAL IMPACT:
The final cost of the construction work, including all change orders and a net decrease
in contract quantities, is $26,089. The total authorized amount by the City Council for
the abatement and demolition work, which included a 15 percent contingency, was
$28,695.
The total final project cost is $37,382, which includes all construction, engineering,
contract administration, and inspection costs. Sufficient funding is available for all items
of work for this project, as detailed in the following table:
