PARAMOUNT BOULEVARD PAVEMENT REHABILITATION
PROJECT - BROOKMILL ROAD TO ALAMEDA STREET
RECOMMENDATION:
That the City Council award Cash Contract No. S.S. 576 in the amount of $625,000 to
Hardy & Harper, Inc., for the Paramount Boulevard Pavement Rehabilitation Project
from Brookmill Road to Alameda Street.
DISCUSSION:
On July 13, 2010, the City Council approved Plans and Specifications and granted
authority to advertise for bids for the Paramount Boulevard Pavement Rehabilitation
Project from Brookmill Road to Alameda Street under Cash Contract No. S.S. 576.
Eleven bids were received on August 24, 2010, as shown on the attached Bid
Summary. The low bid of $625,000, submitted by Harper & Harper, Inc., is
approximately 4% higher than the Engineer’s Estimate. Hardy & Harper, Inc. of Santa
Ana has satisfactorily completed various similar pavement resurfacing projects for other
municipalities, including the Cities of Pomona, Torrance, Irvine, Glendora, Temecula,
Signal Hill, Upland, Ontario, Fontana, and Westminster.
The proposed work will generally consist of cold milling the existing asphalt pavement
and resurfacing with a 1-3/4 to 2-inch asphalt rubber hot mix surface course on a
suitably treated and stabilized base course. The project also includes the replacement
of damaged concrete improvements, construction of new ADA compliant ramps and
facilities, adjustment of utility boxes and covers to grade, and replacement of traffic
signal loops, striping, pavement markings, installation of traffic signal communication
conduit and pull boxes, and tree trimming, pruning and installation of root barriers at
street tree locations.
The project location is shown on the attached vicinity map. Construction is tentatively
scheduled to begin the first week of October and be substantially complete prior to the
Thanksgiving holiday.

FINANCIAL IMPACT:
The FY 2010-11 Capital Improvements Budget has a current balance of $148,000 in the
Proposition “C” Local Return Fund and $645,000 in Federal Surface Transportation
Program –Local (STPL) funds for this project, for a total of $793,000.
The estimated cost and funding for this project is summarized below.
