SUBJECT:REPORT ON THE OLDER ADULTS SEEKING INFORMATION AND
SKILLS (OASIS) PROGRAM
RECOMMENDATION
That the City Council receive and file the report or request staff to return with a reduced
Older Adults Seeking Information and Skills (OASIS) Program.
DISCUSSION
Council Member Guerra asked for a report in response to a request that the City provide
funding to continue the Downey Unified School District’s (DUSD) OASIS program. The
OASIS program was a DUSD program until the school district dropped the program in
June 2010 for financial reasons. The program consisted of entertainment, a speaker
and dinner for approximately seventy-five (75) seniors on Mondays from 3 pm – 6 pm.
They met weekly in the Downey Adult School cafeteria during the school year for
approximately 40 weeks from September to June.
Staff prepared an estimated preliminary budget of $60,000 based on information
received from the school district, which has agreed to continue providing space in the
Downey Adult School cafeteria for the program.
$15,000 in Community Development Block Grant (CDBG) revenue has been indentified
for the program, but a full-time OASIS program would need a minimum funding of
$60,000 for personnel and operating budgets.
FISCAL IMPACT
The City Council recently adopted the Fiscal Year 2010-11 budget in which over $8.4
million of department requests were eliminated or deferred to future years. The City’s
General Fund also has a multi-million dollar deficit for this Fiscal Year, therefore, staff
recommends that only the $15,000 in CDBG funds be utilized for this program.
