MTA MOU AGENDA MEMO DATE: August 24, 2010 TO: Mayor and Members of the City Council FROM: Office of the City Manager By: Thad Phillips, Director of Community Services SUBJECT: MEMORANDUM OF UNDERSTANDING (MOU) WITH THE LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY (MTA) FOR PAYMENT FOR REPORTING FY 2008 NATIONAL TRANSIT DATABASE INFORMATION RECOMMENDATION That the City Council authorize the attached MOU with the MTA in order to receive reimbursement for the City’s reporting of FY 2008 transit data for submission to the National Transit Database through the MTA’s consolidated report. DISCUSSION The MTA is the designated Regional Transportation Planning Agency for Los Angeles County with authority to program and fund local transit services including Downey. Funds are received from a share of local sales taxes, a portion of the state and federal gasoline tax, and through the voter approved Proposition A and C. As part of the Proposition A Incentive Guidelines, each participating city is paid dollar-for-dollar for what their service generates for the Los Angeles County region minus the cost of the audit. As a requirement of operating locally funded fixed route and Dial-A-Ride public transit services in Los Angeles County, each city must prepare and report data for the Federal Transit Administration (FTA) on an annual basis. In order to streamline data into a comprehensive report the MTA submits a report on behalf of 35+ cities in the County. As a result of this comprehensive reporting, additional Federal Section 5307 capital funds are provided to the region through a congressionally approved formula process that includes reported unit values for revenue miles and passenger miles. The MTA in turn enters into MOU’s with each reporting city to make payment for their share of the revenues generated for the Los Angeles County region.Last year the City received $124,327 for reporting of FY 2007 data. The local funds received through this MOU must be spent consistent with Proposition A and C Local Return Guidelines. FISCAL IMPACT There is no fiscal impact to the City. The City is entitled to $120,435 for their FY 2008 reporting efforts. The revenue breakdown is $71,085 for Motor Bus (fixed route DowneyLINK) and $49,350 for Demand Response (Dial-A-Ride).
