RECOMMENDATION:
That the City Council:
1. Approve Plans and Specification and grant authority to advertise bids for Cash Contract
No. S.S. 610 – Pedestrian Countdown Heads; and
ADOPT A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY

APPROVING PROGRAM SUPPLEMENT NO. 028-N TO THE CITY OF DOWNEY -
STATE MASTER AGREEMENT NO. 07-5334R.
DISCUSSION:
In 2007, the City applied for and received $67,500 in grant funds through the FY 2006-07
federal Highway Safety Improvement Program (HSIP) for the installation of pedestrian
countdown heads at 20 signalized intersections throughout the City. A 10% local match in the
amount of $7,500 was required in order to receive these grant funds.
Pedestrian countdown heads are devices which serve as a pedestrian safety enhancement.
Pedestrian countdown heads are similar to the pedestrian signals currently used at signalized
intersections, with the exception of a “countdown” timer that has been integrated within the
module which counts down during the “flashing don’t walk” interval to make pedestrians aware
of the remaining time in this interval before the “steady don’t walk” indication begins. The
countdown timer is intended to enhance pedestrian safety by discouraging pedestrians from
crossing the street when there is insufficient time to safely walk to the opposite side and
provides additional information to the pedestrian by indicating how much remaining time is
available to cross the street. The countdown head devices will be installed at a minimum of 20
intersections throughout the City. Priority will be given to intersections with high concentrations
of pedestrian traffic, particularly intersections located adjacent to schools. Additional
intersections will be retrofitted with the countdown devices if additional funding remains.
The plans, specifications and estimate (PS&E) have been completed for this project and
authorization has been received from the California Department of Transportation to advertise
the project for construction. In addition, public agencies utilizing federal funds for highway-
related projects are required to execute a Program Supplement Agreement (PSA) with the
California Department of Transportation (Caltrans) prior to invoicing Caltrans for federal funds
expended on the project. The purpose of the PSA is to specify the terms and conditions of the
specific details of the project between the state and the local agency in order to allow the fund
transfer to occur. The Pedestrian Countdown Head Project is a federally-funded City project
and, hence, requires the execution of PSA. The adoption of the attached resolution will
empower the City Manager to execute the PSA on behalf of the City.

FINANCIAL IMPACT:
The total estimated cost of this project is $75,000. Funding for this project in the amount of
$75,000 is currently programmed in the FY 2010-11 Capital Improvement Program, consisting
of the $67,500 federal HSIP grant funds and the required $7,500 (10%) local match, which
consists of gas tax revenues.

PROGRAM SUPPLEMENT NO. 028-N TO CITY OF DOWNEY - STATE MASTER
AGREEMENT NO. 07-5334R FOR THE PEDESTRIAN COUNTDOWN HEAD
PROJECT (CASH CONTRACT NO. S.S. 610)
WHEREAS
, the City Council of the City of Downey has adopted Resolution No. 07-6960
approving City of Downey - State Master Agreement No. 07-5334R, which covers highway
projects receiving federal aid within the City; and
WHEREAS
, public agencies utilizing federal funds for highway-related projects are
required to execute a Program Supplemental Agreement (PSA) with the California Department
of Transportation (Caltrans) prior to invoicing Caltrans for federal funds expended on the
project; and
WHEREAS
, the attached Program Supplement No. 028-N to City of Downey - State
Master Agreement No. 07-5334R covers federal aid funding for the Pedestrian Countdown
Head Project (Cash Contract No. S.S. 610); and
WHEREAS
, the City of Downey has received authorization from the State of California
Department of Transportation to proceed with construction on this project.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1.
The City Council of the City of Downey does hereby approve Program
Supplement Agreement No. 028-N to the City of Downey - State Master Agreement No. 07-
5334R covering funding for construction work on said project.
SECTION 2.
The City Manager of the City of Downey is hereby authorized and directed
to execute Program Supplement Agreement No. 028-N on behalf of the City of Downey.
SECTION 3.
The City Clerk shall certify to the adoption of this resolution and forward
two (2) certified copies of this resolution to the Director of Public Works for transmittal to the
State.
