PARAMOUNT BOULEVARD PAVEMENT REHABILITATION
PROJECT – BROOKMILL ROAD TO ALAMEDA STREET
RECOMMENDATION:
That the City Council:
1. Approve Plans and Specification and grant authority to advertise bids for
Cash Contract No. S.S. 576 - Paramount Boulevard Pavement
Rehabilitation Project; and
2. ADOPT A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
APPROVING PROGRAM SUPPLEMENT NO. 027-N TO THE CITY OF
DOWNEY - STATE MASTER AGREEMENT NO. 07-5334R.
DISCUSSION:
The pavement along Paramount Boulevard between Brookmill Road and Alameda
Street is in need of resurfacing. Through the use of the City’s Pavement Management
System, this section of the major arterial was identified as a priority project in need of
major repairs.
The City selected the consulting firm of Willdan Engineering to prepare the Plans,
Specifications and Construction Cost Estimate (PS&E) for the rehabilitation of the
existing pavement along this portion of Paramount Boulevard. Once completed, the
PS&E documents were submitted to the California Department of Transportation
(Caltrans) and the Federal Highway Administration (FHWA). Both agencies have
approved the documents and the project is ready for solicitation of construction bids.
This project generally consists of reconstruction of failed asphalt pavement areas,
construction of a 1 ¾ -inch asphalt overlay, construction of asphalt concrete bus pads,
reconstruction of wheelchair ramps to enhance access for the disabled, reconstruction
of damaged curb, gutter, sidewalk, driveway approaches, and cross-gutters, trimming
canopies and pruning of parkway trees, installation of four-inch traffic signal
communications conduit and pullboxes, and striping. The project covers slightly more
than 0.6 mile of roadway and will extend the life of the pavement along this portion of
Paramount Boulevard by 20 years.

The Paramount Boulevard Pavement Rehabilitation Project is receiving federal
funding through the Safe, Accountable, Flexible, Efficient Transportation Equity Act - A
Legacy for Users (SAFETEA-LU), Surface Transportation Program - Local (STPL)
funds. The matching funds to be provided by the City of Downey consist of
Proposition “C” Local Return funds.
California public agencies utilizing federal funds for highway-related projects are
required to execute a Program Supplement Agreement (PSA) with Caltrans. The
purpose of the PSA is to specify the specific details of the project and to define the
terms and conditions included in the PSA. The PSA must be in place in order to allow
Caltrans to transfer federal funds to the local agency once invoicing has started.
In addition, the adoption of the attached resolution will authorize the City Manager to
execute the PSA on behalf of the City.
FINANCIAL IMPACT:
Based on the Construction Cost Estimate, the total cost for the Paramount Boulevard
Pavement Rehabilitation Project will be $730,000. This includes a 10% construction
cost contingency and a 10% cost for construction engineering. Currently, $796,200 is
programmed for this project in the FY 2010-11 Capital Improvement Program,
consisting of $645,000 in federal STPL funds and $151,200 in Proposition “C” Local
Return funds. A detailed project funding summary will be provided at the time of the
project award.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
APPROVING PROGRAM SUPPLEMENT NO. 027-N TO THE CITY OF DOWNEY
- STATE MASTER AGREEMENT NO. 07-5334R FOR THE PARAMOUNT
BOULEVARD PAVEMENT REHABILITATION PROJECT (CASH CONTRACT
NO. S.S. 576)
WHEREAS
, the City Council of the City of Downey adopted Resolution No. 07-6960
approving the City of Downey - State Master Agreement No. 07-5334R, which covers highway
projects receiving federal aid within the City; and
WHEREAS
, public agencies utilizing federal funds for highway-related projects are
required to execute a Program Supplemental Agreement (PSA) with the State of California
Department of Transportation (Caltrans) prior to invoicing Caltrans for federal funds expended
on the project; and
WHEREAS
, the attached Program Supplement No. 027-N to the City of Downey - State
Master Agreement No. 07-5334R covers federal aid funding for the Paramount Boulevard
Improvements Project (Cash Contract No. S.S. 576); and
WHEREAS
, the City of Downey has received authorization from Caltrans to proceed
with construction on this project.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1.
The City Council of the City of Downey does hereby approve Program
Supplement Agreement No. 027-N to the City of Downey - State Master Agreement No. 07-
5334R covering funding for construction work on said project.
SECTION 2.
The City Manager of the City of Downey is hereby authorized and directed
to execute Program Supplement Agreement No. 027-N on behalf of the City of Downey.
SECTION 3.
The City Clerk shall certify to the adoption of this resolution and forward
two (2) certified copies of this resolution to the Director of Public Works for transmittal to the
State.
