Subject: Distribution of Draft Downtown Downey Specific Plan
Attached is a draft of the Downtown Downey Specific Plan. The proposed Specific Plan
expands the boundaries for the downtown area to be Brookshire Avenue to the east, the
Union Pacific railroad right-of-way to the south, Paramount Boulevard to the west, and
an irregular northern boundary along Fourth Street, extending to Fifth Street in areas
and including the former Gallatin Medical site. Additionally, the Rives Mansion property
has been included in the Specific Plan.
As you read through the Specific Plan, please note that it is designed to convert the
downtown area from automobile oriented to a pedestrian friendly mixed use
environment that will encourage residents and visitors alike to "park once" and walk to
multiple destinations in Downtown Downey.
Staff will go into more detail about the features of the Draft Downtown Downey Specific
Plan during the City Council/Planning Commission joint workshop to take place on
July 6, 2010.
