CITY COUNCIL OF THE CITY OF DOWNEY
REGULAR MEETING
JUNE 8, 2010
The City Council of the City of Downey held a Regular Meeting at 7:36 p.m., June 8, 2010, in
the Council Chamber of the Downey City Hall, 11111 Brookshire Avenue, Downey, California, Mayor
Anne M. Bayer presiding.

COUNCIL MEMBER ANNOUNCEMENTS; REQUESTS FOR FUTURE AGENDA ITEMS; AND
CONFERENCE/MEETING REPORTS:
Council Member Guerra noted he attended the AVID graduation last week, the Red Cross
Hometown Heroes event with the Mayor, Relay for Life last Saturday and commended Council
Member Brossmer for doing his efforts on the event over the years, thanked Lee Ann Sears and the

Rose Float Association for their assistance as well; he announced that next Saturday, June 19
th
Keep Downey Beautiful will be holding an event behind Beach’s Market, next Tuesday, June 15 a
delegation from China will be visiting; he will be speaking at the Central Municipal Water Board
meeting on the Green Task Force; and thanked Richard Daggett for giving him a book he wrote.
Council Member Gafin recognized Chamber of Commerce President, Robert Zavala in the
audience; announced the Chamber of Commerce’s City Affairs Committee meeting tomorrow where
Police Chief Esteves will be the featured speaker; reminded everyone there will be a Budget Study
session meeting tomorrow at 4:00 p.m., Thursday will be the Keep Downey Beautiful Annual Home

Improvement Awards at 6:30 p.m.; and June 18 will be the Chamber of Commerce Installation
luncheon; he thanked Public Works for protecting the Veteran’s memorials so quickly; and requested
increased enforcement for the illegal street vendors popping up.

Council Member Brossmer recognized School Board Member Gutierrez in the audience;
noted he attended the PTA Scholarship breakfast on Monday with Mayor Bayer, attended a
Veterans Memorial subcommittee meeting, and a Southeast Water Coalition meeting last week; met
with the Public Works Director to review traffic calming in District 3, attended the Red Cross
Hometown Heroes event, and the Business Watch meeting today; announced the Treasure Island

annual picnic will be on June 19 from 12-2; thanked the Police and Fire departments for their
assistance with the Relay for Life, thanked Council Member Guerra and Mayor Bayer for
participating in the event, and thanked Deputy City Clerk Domen for organizing the Luminaria
Ceremony and the City for the use of the show mobile.

PRESENTATIONS:
A Presentation was made by the Kiwanis Clubs to Mayor Bayer for the donation of $100,000
to the Columbia Memorial Space Science Learning Center.
Mayor Bayer and Police Chief Esteves recognized Juddy Ceniceros, Administrative
Assistant, City Manager’s Office, for the receipt of the Peace Officers’ Association of Los Angeles
2010 Centurion Achievement for Excellence in Community Policing Award.
Mayer Bayer and representatives from Congress Member Roybal-Allard’s office presented
Certificates of Recognition to Downey and Warren High School Students who won and who

participated in Congress Member Roybal-Allard’s 17 Annual 34 Congressional District Student Art
Competition.

1. LIGHTING AND LANDSCAPE ASSESSMENT DISTRICT 121, FISCAL YEAR 2010-11:

A. ADOPTED RESOLUTION NO. 10-7188, A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF DOWNEY CONFIRMING THE ASSESSMENT FOR LIGHTING AND
LANDSCAPING DISTRICT 121 FOR FISCAL YEAR 2010-11.

The Public Hearing was at: 8:19 p.m. The Chief Deputy City Clerk affirmed receipt of
Proof of Publication and Affidavit of Posting. It was moved by Council Member Brossmer, seconded

Public Works Director Ragland presented a Power Point presentation stating that there are
6,138 street lights of which 1,468 are owned by the City and that there are currently 109 traffic
signals of which 85 are owned by the City. He noted that there are 7 zones in the District and the

funding comes from a general property tax, direct assessment levy on parcels, interest earned from
funds, and a direct assessment for Zones 3 and 7. Each year to determine new rates the following
is considered: new lights and signals, operating and maintenance costs, changes in electrical rates,
new properties added, and landscaping added to the zones. He concluded noting that the changes
for fiscal year 2010/2011 include 6 new residential properties, 11 commercial properties, Zone 2
increasing by 6.8 percent, Imperial Highway phase 2, and Lakewood Boulevard Improvement
Project between Fifth Street and Florence Avenue.
Harold Tseklenis, resident of Downey, asked if the LED lights are being looked into for
installation throughout the City.
It was moved by Council Member Brossmer, seconded by Council Member Gafin and so

NON-AGENDA PUBLIC COMMENT:
Marsha Moode, representative for the Downey Civic Light Opera, requested that
consideration for groups that use the theatre be continued to be allowed to do so.
Lee Ann Sears, representative for Relay for Life, thanked the Fire and Police Departments
for their assistance with the relay and noted that they raised approximately $70,000.
Bob Goldstien, resident of Downey, stated that the Downey Civic Light Opera should not be
allowed to be bumped from the theatre.
Harold Tseklenis, resident of Downey, noted that the theatre was built to promote performing
arts; and that the Oasis program is being shut down and asked if the City could take it over from the
School District.

6. APPROVED THE SPEED HUMP STANDARD PLAN FOR INSTALLATION IN CITY
PARKING LOTS:
Public Works.
Council Member Gafin stated that he pulled this item to thank staff for looking at the available
options and reevaluating the types of humps being used. He noted they are creating a standardized
plan and requested that a 6 -12 month review period occur before they are installed elsewhere in the
City.
It was moved by Council Member Gafin, seconded by Council Member Guerra and
approve the installation
unanimously carried, noting the absence of Mayor Pro Tem Marquez, to
plan.
Council Member Guerra asked if the Los Angeles County Fire and Ambulances that were
driving at excessive speeds within the Discovery Sports Complex parking lot have been spoken to
and Fire Chief Turner responded that letters had been sent to both.
STAFF COMMENTS:
City Manager Caton noted that there is always bilingual staff to assist any members of the
Public.
ADJOURNMENT:
The meeting adjourned at 9:00 p.m. to 4:00 p.m., June 9, 2010, for the purpose of a Budget
