SUBJECT:CASH CONTRACT NO. 676A – SMALLWOOD TRANSIT YARD
ASBESTOS AND LEAD ABATEMENT PROJECT
RECOMMENDATION:
That the City Council:
1. Authorize the issuance of a contract change order for the demolition of the
Smallwood Transit Yard facility; and
2. Appropriate an additional amount of $6,900 from the Water Fund for the
Smallwood Transit Yard Asbestos and Lead Abatement Project.
DISCUSSION:
During its meeting of May 11, 2010, the City Council awarded Cash Contract No. 676A,
in the amount of $18,952, to Specialized Environmental, Inc. (Specialized) of Whittier,
California, for the abatement of lead and asbestos containing material at the Smallwood
Transit Yard facility. At the same meeting, the City Council authorized the Mayor to
execute a Professional Services Agreement with CNS Environmental, Inc. (CNS) for the
professional environmental consulting, testing and monitoring services for the project.
One of the tasks required of CNS was to review the original June 2003 hazardous
material survey reports for lead and asbestos material at the facility. After their review
of the reports, and due to current regulations, it was determined that additional testing of
asbestos-containing materials such as floor tile, floor mastic, exterior stucco, wall
plaster and window putty was required to verify the amounts of asbestos in the various
materials.
The additional testing concluded that with the exception of the exterior stucco, asbestos
materials exceeding minimum limits were present in the aforementioned materials. The
asbestos content in the exterior stucco material was below the regulated amounts,
indicating that the material does not need to be abated. The elimination of the exterior
stucco abatement activities from the original abatement project scope of work will result
in a savings of $12,000.
Specialized is also a licensed demolition contractor and staff has received a demolition
quote of $18,000 for Specialized to remove the structures, foundations and pavement
from the Transit Yard facility once the abatement activities are completed. The quote is
within the range of costs expected for a demolition project of this size.

Staff is therefore recommending issuance of a Contract Change Order to Specialized
for the deletion of work for the abatement of the exterior stucco and for the addition of
work to demolish the entire Smallwood Transit Yard facility. The issuance of the
Change Order will eliminate the need to bid the project and will save staff time and
reduce the time required to complete the project.
FINANCIAL IMPACT:
The net additional project cost for the Contract Change Order, including a 15%
Contingency, is $6,900 as summarized below. This area of the City is considered to be
suitable for a future well site. Therefore, the Water Fund is being utilized to fund this
project in order to increase the open space on City-owned property.
