SUBJECT: AUTHORITY FOR THE ESTABLISHMENT OF PARKING
RESTRICTIONS AND INSTALLATION OF TRAFFIC CONTROL
DEVICES
RECOMMENDATION:
That the City Council adopt:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY GRANTING
ADMINISTRATIVE AUTHORITY TO THE DIRECTOR OF PUBLIC WORKS TO
ESTABLISH PARKING RESTRICTIONS AND TO INSTALL ALL NECESSARY
SIGNS EFFECTING SAID RESTRICTIONS.
DISCUSSION:
Sections 3173 and 3174 of the Downey Municipal Code (DMC) currently require the
adoption of a resolution by the City Council in order to designate certain parking
restrictions upon certain streets and in any area where a traffic hazard exists during
certain times or hours, and to post signs giving notice of such restrictions or
prohibitions.
In order to streamline the process of establishing parking restrictions and prohibitions
pursuant to Sections 3173 and 3174 of the DMC, the adoption of the attached resolution
by the City Council is requested in order to delegate administrative blanket authority to
the Director of Public Works to establish and install all necessary signs effecting said
parking restrictions and prohibitions.
FINANCIAL IMPACT:
Based on the estimated reduction in staff time typically needed to prepare and process
City Council agenda reports for items related to parking restrictions and prohibitions, a
cost savings of up to $2,500 annually to the General Fund could result.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY GRANTING
BLANKET ADMINISTRATIVE AUTHORITY TO THE DIRECTOR OF PUBLIC WORKS
TO ESTABLISH PARKING RESTRICTIONS AND TO INSTALL ALL NECESSARY
SIGNS EFFECTING SAID RESTRICTIONS
WHEREAS
, Section 3173 of the Downey Municipal Code currently requires the adoption
of a resolution by the City Council in order to designate certain parking restrictions upon certain
streets and to post signs thereon giving notice of such restrictions; and
WHEREAS
, Section 3174 of the Downey Municipal Code currently requires the adoption
of a resolution by the City Council in order to designate the parking of vehicles in any area
constitutes a traffic hazard during certain times or hours and to post signs in such area or along
the curb adjacent thereto prohibiting parking in such area during such times or hours; and
WHEREAS
, the City desires to streamline the process of establishing time-limited
parking restrictions on certain streets during certain times and posting signs effecting said
restrictions through the delegation of this power by the City Council to the Director of Public
Works; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1.
That the Department of Public Works is hereby authorized to install all
necessary signs establishing time-limited parking restrictions on certain streets during certain
times as deemed necessary pursuant to Sections 3173 and 3174 of the Downey Municipal
Code.
SECTION 2.
The City Clerk shall certify to the adoption of this Resolution.
