DISCUSSION: Sections 3173 and 3174 of the Downey Municipal Code (DMC) currently require the adoption of a resolution by the City Council in order to designate certain parking restrictions upon certain streets and in any area where a traffic hazard exists during certain times or hours, and to post signs giving notice of such restrictions or prohibitions. In order to streamline the process of establishing parking restrictions and prohibitions pursuant to Sections 3173 and 3174 of the DMC, the adoption of the attached resolution by the City Council is requested in order to delegate administrative blanket authority to the Director of Public Works to establish and install all necessary signs effecting said parking restrictions and prohibitions. FINANCIAL IMPACT: Based on the estimated reduction in staff time typically needed to prepare and process City Council agenda reports for items related to parking restrictions and prohibitions, a cost savings of up to $2,500 annually to the General Fund could result.
