Ragland, Director of Public Works SUBJECT: PROGRAM SUPPLEMENT AGREEMENTS FOR CASH CONTRACT NO. 632-3A AND S.S. 599 RECOMMENDATION: That the City Council adopt: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY APPROVING PROGRAM SUPPLEMENT NOS. 025-N AND 026-N TO THE CITY OF DOWNEY - STATE MASTER AGREEMENT NO. 07-5334R FOR THE LAKEWOOD BOULEVARD IMPROVEMENTS PROJECT - PHASE 3A (CASH CONTRACT NO. 632-3A) AND IMPERIAL HIGHWAY TRAFFIC THROUGHPUT AND SAFETY ENHANCEMENTS PROJECT - PHASE 2 (CASH CONTRACT NO. S.S. 599) DISCUSSION: Public agencies utilizing federal funds for highway-related projects are required to execute a Program Supplement Agreement (PSA) with the California Department of Transportation (Caltrans) prior to invoicing Caltrans for federal funds expended on the project. The purpose of the PSA is to specify the terms and conditions of the specific details of the project between the state and the local agency in order to allow the fund transfer to occur. Both the Lakewood Boulevard Improvements Project – Phase 3A (Cash Contract No. 632-3A) and the Imperial Highway Traffic Throughput and Safety Enhancements Project – Phase 2 (Cash Contract No. S.S. 599) are federally-funded City projects requiring the execution of PSAs. The Lakewood Boulevard Improvement Project – Phase 3A will extend the th improvements previously made to the Lakewood Boulevard corridor south of 5 Street th to the north between 5 Street and Florence Avenue. This project will also receive federal funds through the American Recovery and Reinvestment Act (ARRA) as well as an earmark received through the Safe, Accountable, Flexible, Efficient Transportation Equity Act – A Legacy for Users (SAFETEA-LU). This project phase includes the following improvements: Minor widening to provide three twelve–foot travel lanes in each direction in order to increase vehicle capacity and throughput; Landscaping in both the center median islands and parkways, identical to the th landscaping scheme implemented along prior project phases south of 5 Street, to improve the aesthetics of the corridor; CITY OF DOWNEY, CALIFORNIA Mayor and Members of the City Council Program Supplement Agreements for Cash Contracts No. 632-3A & SS.599 June 8, 2010 Page 2 Installation of decorative street lighting within the center island medians and pedestrian sidewalk lighting within the parkways to further enhance safety and aesthetics; Construction of a recycled water main to irrigate the proposed landscaping and serve future customers in the area; and Resurfacing of existing asphalt concrete and repair of miscellaneous concrete surfaces to extend the life of the infrastructure by a minimum of 20 years. The Imperial Highway Traffic Throughput and Safety Enhancements Project is intended to increase vehicle throughput, enhance traffic safety and improve the aesthetics and visual appearance of the Imperial Highway Corridor through a series of raised landscaped median islands and associated improvements. The limits of this project include the segments of Imperial Highway between Paramount Boulevard and the west city limit and between Bellflower Boulevard and the east city limit. This project, currently under construction, includes the following elements and features: The construction of new raised landscaped median islands within the project limits where they currently don’t exist; The re-landscaping of the existing median islands within the project limits; Lighted City entry monument signs; Rehabilitation of the existing pavement between Downey Avenue and the west city limit; Minor widening of the Imperial Highway at Paramount Boulevard and Downey Avenue intersections and along Imperial Highway between Coldbrook Avenue and Woodruff Avenue to provide sufficient width for standard eleven foot wide lane widths and U-turns in the eastbound and westbound directions at intersections; The construction of a concrete masonry wall, sidewalk and landscaping/irrigation along the frontage road island on the south side of Imperial Highway between Coldbrook Avenue and Woodruff Avenue; Traffic signal improvements and modifications at impacted intersections; The construction of curb ramps and miscellaneous concrete improvements at various locations; Mayor and Members of the City Council Program Supplement Agreements for Cash Contracts No. 632-3A & SS.599 June 8, 2010 Page 3 Streetlights and utility relocations at various locations; and Signing and striping modifications as necessary. FINANCIAL IMPACT: The Engineer’s Estimate for Cash Contract No. 632-3A, is $5,383,740. This amount has been programmed in the FY 2010-11 Capital Improvement Program, consisting of $3,317,000 in ARRA (Federal Economic Stimulus) Tier One funds, $1,439,840 in SAFETEA-LU Federal Earmark funds and $1,011,567 in Gas Tax funds. Based on the construction contract awarded for Cash Contract No. S.S. 599, the construction cost, which includes inspection and construction engineering and management costs, is estimated at $3,668,361. This amount has been programmed in the FY 2009-10 Capital Improvement Program, consisting of a $1,466,000 Federal Transportation Enhancements (TE) Grant, $1,000,000 in Proposition 1B funds, $1,002,610 in Proposition C Local Return funds and $199,751 in Gas Tax Funds. Attachments: Resolution Program Supplement Agreement No. 025-N Program Supplement Agreement No. 026-N S:\AgendaMemosCC2010\06-08-10\Cash Contract No. SS 599 & CC632 3A PSA.doc RESOLUTION NO. ______ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY APPROVING PROGRAM SUPPLEMENT NOS. 025-N AND 026-N TO THE CITY OF DOWNEY - STATE MASTER AGREEMENT NO. 07-5334R FOR THE LAKEWOOD BOULEVARD IMPROVE-MENTS PROJECT - PHASE 3A (CASH CONTRACT NO. 632-3A) AND IMPERIAL HIGHWAY TRAFFIC THROUGHPUT AND SAFETY ENHANCEMENTS PROJECT - PHASE 2 (CASH CONTRACT NO. S.S. 599) WHEREAS , the City Council of the City of Downey has adopted Resolution No. 07-6960 approving the City of Downey - State Master Agreement No. 07-5334R, which covers highway projects receiving federal aid within the City; and WHEREAS , public agencies utilizing federal funds for highway-related projects are required to execute a Program Supplement Agreement (PSA) with the California Department of Transportation (Caltrans) prior to invoicing Caltrans for federal funds expended on the project; and WHEREAS , the attached Program Supplement Nos. 025-N and 026-N to the City of Downey - State Master Agreement No. 07-5334R cover federal aid funding for the Lakewood Boulevard Improvements Project - Phase 3A (Cash Contract No. 632-3A) and the Imperial Highway Traffic Throughput and Safety Enhancements Project - Phase 2 (Cash Contract No. S.S. 599), respectively; and WHEREAS , the City of Downey has received authorization from the State of California Department of Transportation to proceed with construction on these projects. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The City Council of the City of Downey does hereby approve Program Supplement Agreement Nos. 025-N and 026-N to the City of Downey - State Master Agreement No. 07-5334R covering funding for construction work on said projects. SECTION 2. The City Manager of the City of Downey is hereby authorized and directed to execute Program Supplement Agreement Nos. 025-N and 026-N on behalf of the City of Downey. SECTION 3. The City Clerk shall certify to the adoption of this resolution and forward two (2) certified copies of this resolution to the Director of Public Works for transmittal to the State.
