SUBJECT: PARKING LOT SPEED HUMP STANDARD PLAN
RECOMMENDATION:
That the City Council approve the speed hump standard plan for installation in City
Parking Lots.
DISCUSSION:
Recently, concerns have been raised with regard to motor vehicles travelling at
excessive speeds through the Discovery Sports Complex parking lot, potentially
endangering the safety of pedestrians walking between their vehicles and the park.
Subsequently, staff was directed to install speed humps within the parking lot.
The speed limit within the Discovery Sports Complex parking lot is posted at 15 MPH.
Based on discussions with the City of Ontario and the University of San Francisco, who
have installed speed humps that have proven to be effective in reducing speeds to
approximately 15 MPH in parking lots, staff developed an appropriate speed hump
design standard. In addition, staff has driven over the speed humps at the City of
Ontario’s Soccer Sports Park and observed traffic flow and speeds at the facility, and
found the speed humps to be very effective.
The speed humps, which will be made of asphalt, will be three feet in length and three
inches in height. The speed humps will be supplemented by high visibility pavement
markings and signage to warn motorists of their presence in parking lots. The proposed
speed hump standard plan is attached.
The City Council has not previously approved a standard plan for speed humps within
City parking lots and none have ever been installed. Through this action, approval of
the attached Speed Hump Standard Plan is requested from the City Council to permit
the installation of this device within City parking lots. The first installation will occur
within the Discovery Sports Complex parking lot.
FINANCIAL IMPACT:
The cost of a single speed hump installation ranges between $500 and $750. Funding
will be provided through the Capital Improvement Program as revenue sources allow.
