City Parks Improvement Master Plan AGENDA MEMO DATE: May 25, 2010 TO: Mayor and Members of the City Council FROM: Office of the City Manager By: Thad Phillips, Community Services Director SUBJECT:CITYPARKS IMPROVEMENT MASTER PLAN RECOMMENDATION That the City Council receive and file the Park Improvement Master Plan. DISCUSSION Council Member Marquez requested a city parks master plan. Staff has developed a twenty (20) year master plan for capital improvement projects compiled from the needs assessment list reviewed annually by the Recreation and Community Services Commission and submissions from the Public Works Maintenance Division. The Commission annually approves a priority list of approximately ten (10) projects that are submitted for approval during the city’s annual budget review process. The master plan includes potential capital improvements and amenities for each of the twelve parks with a two (2) year phased implementation. Given that active recreation space is limited within the Downey parks system, it becomes critical that existing facilities are maintained and used to the fullest potential. The report includes: 20 year Park Improvement Master Plan (Appendix 1) Park Descriptions and Recommendations (Appendix 2) Field Permit Calendar (Appendix 3) Instructional Class Offerings for Winter/Spring 2010 (Appendix 4) Playground Inventory (Appendix 5) Park Facility Inventory (Table 1) Recreation Services (Table 2) The focus of the master plan improvements are replacement of park irrigation systems, turf refurbishing, renovation of athletic fields, ball diamonds, picnic shelters, picnic tables, playground equipment, restrooms and parking lot improvements. Consideration of adding and improving field lighting must also include a survey of nearby residents. Park land utilization is essential and the services of an experienced landscape architect and planning firm, together with experts in landfill management, civil and environmental engineering will also be necessary.
