SMALLWOOD TRANSIT YARD DEMOLITION
RECOMMENDATION:
That the City Council approve plans and specifications and grant authority to advertise
for bids for Cash Contract No. 676B.
BACKGROUND:
The 28,000 square foot Smallwood Transit Yard facility is located on the east side of
Apollo Park at the north end of Smallwood Avenue. This facility has three maintenance
storage buildings, a restroom and parking spaces for the City’s Dial-A-Ride drivers (see
attached Vicinity Map).
The facility was originally used as a Parks & Facility Maintenance Yard until the late
1970s. Thereafter, the facility was utilized to conduct the overall operations of the City’s
Dial-A-Ride Transit program. In June, 2002, the Dial-A-Ride dispatch operation was
moved to the new Downey Depot Transit Facility, but the Smallwood Transit Yard
continued to be used for the overnight storage of the City’s Dial-A-Ride buses and
limited storage space for Community Services and Maintenance Division materials and
equipment.
DISCUSSION:
The Smallwood Transit Yard facility is in an extensive state of disrepair and the two-
third acre facility can be demolished, allowing for the development of additional park
space and other City improvements. However, before this facility can be demolished,
the abatement of asbestos and lead based paint materials must be performed in
accordance with state and federal requirements.
During its meeting of May 11, 2010, the City Council awarded Cash Contract No. 676A
to Specialized Environmental, Inc. for the Smallwood Transit Yard Asbestos and Lead
Abatement Project and authorized the Mayor to execute a Professional Services
Agreement with CNS Environmental, Inc. for professional environmental consulting,
testing and monitoring services of the abatement project. The abatement work is
expected to be completed by the end of June and it is anticipated that the demolition of
the site will follow shortly thereafter.
Parking for the Dial-A-Ride buses and drivers personal vehicles will be relocated to
either the City’s Well Site No. 19 on Dolan Avenue or the Public Works Utilities Yard.

FINANCIAL IMPACT:
The cost for the demolition is estimated at $30,000. A detailed cost estimate and
funding appropriation request will be presented when the recommendation to award the
demolition contract is presented to the City Council.
