DOWNEY THEATER ASBESTOS ABATEMENT
RECOMMENDATION:
That the City Council approve plans and specifications and grant authority to advertise
for bids for Cash Contract No. 674A.
DISCUSSION:
The Heating, Ventilation and Air Conditioning (HVAC) system for the 738-seat Downey
Theater, constructed in 1971, has reached the end of its useful life, no longer operates
efficiently in terms of energy consumption, is no longer environmentally sustainable,
currently requires constant maintenance and repair and, hence, is in need of
replacement.
The City intends to replace the system with a more efficient, environmentally-friendly
system utilizing the $1,014,000 Energy Efficiency and Conservation Block formula-
based Grant (EECBG) obtained from the U.S. Department of Energy (DOE) through the
American Recovery and Reinvestment Act of 2009.
In order to minimize the risk of the HVAC contractor’s workers being exposed to
hazardous materials, the areas where the HVAC system retrofit/replacement work is to
occur must first be abated of asbestos and other hazardous materials in accordance
with Cal-OSHA regulations. Based on observations within the theater, the hazardous
materials requiring abatement primarily consist of sprayed-on fireproofing material
covering the roof beams and insulating material covering the piping of the HVAC
system.
The majority of the asbestos-containing material will require encapsulation with some
material removal in areas where the actual HVAC equipment will be replaced. The
abatement process is tentatively scheduled to occur over a 25-working day period
beginning the last week of July through the first of week of September.
The plans and specifications have been completed for the asbestos abatement for the
theater and the City is now ready to solicit bids to procure the services of an abatement
contractor.

FINANCIAL IMPACT:
A detailed cost estimate and funding appropriation request will be presented when the
recommendation to award the construction contract is presented to the City Council.
