SUBJECT:CASH CONTRACT NO. 676A – SMALLWOOD TRANSIT YARD
ASBESTOS AND LEAD ABATEMENT
RECOMMENDATION:
That the City Council approve plans and specifications and grant authority to advertise
for bids for Cash Contract No. 676A - Smallwood Transit Yard Asbestos and Lead
Abatement.
BACKGROUND:
The Smallwood Transit Yard facility, approximately 28,000 square feet, is located at the
easterly end of Apollo Park. This facility has three maintenance storage buildings on
the site and was originally used as a Parks & Facility Maintenance Yard until the late
1970s when operations were combined with the current City Maintenance Yard.
Thereafter, the facility was used to conduct the operations of the City’s Dial-A-Ride
Transit program. In June 2002, the dispatch operations of the Dial-A-Ride program was
moved to the Downey Depot Transit Facility and since then, the Smallwood Transit Yard
has been used as a parking lot to garage the City’s Dial-A-Ride buses when not in use
and as a storage facility for the City. Parking for the Dial-A-Ride buses will be relocated
to either the City’s Well Site No. 19 on Dolan Avenue or the Public Works Utilities Yard.
Since the Smallwood Transit Yard facility is in an extensive state of disrepair and no
longer used, the facility needs to be demolished and the site can be better used for
additional park space and other City uses.
DISCUSSION:
In June 2003, the City contracted the Professional Environmental Services of Allstate
Services Environmental, Inc. to conduct a non-destructive hazardous material survey at
the Smallwood Transit Yard facility to determine if lead and asbestos material is
present. The survey was performed on the three maintenance storage buildings at the
facility and two survey reports, a lead-based paint inspection report and an asbestos
material survey, were completed. These reports identified the hazardous material at the
site. Specifically, two of the three buildings were found to contain asbestos material and
lead containing material was discovered in each of the three buildings. The hazardous
material must be abated prior to the demolition of the facility.

FINANCIAL IMPACT:
The cost for the asbestos and lead abatement is estimated at $30,000. A detailed cost
estimate along with funding appropriation will be presented with the recommendation to
award the contract.
