Ragland, Director of Public Works SUBJECT: PROPOSITION 1B LOCAL STREETS AND ROADS FUNDING FISCAL YEAR 2009/2010 RECOMMENDATION: That the City Council adopt: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY APPROVING THE PROPOSITION 1B LOCAL STREETS AND ROADS FUNDING EXPENDITURE PLAN FOR FISCAL YEAR 2009/2010 DISCUSSION: In 2006, Proposition 1B was approved by the people of the State of California. Proposition 1B provides $19.925 billion in bond funds for a variety of transportation priorities, including $2 billion for cities and counties to fund the maintenance and improvement of local transportation facilities. Senate Bill 88 appropriated a total of $1.3 billion of the Proposition 1B funds to cities and counties over Fiscal Year (FY) 2007/2008 and FY 2008/2009. The 2009 Budget Act appropriated a total of $700 million for FY 2009/2010, allocating $258.2 million for cities and $441.8 million for counties, which represents the remaining balance of Proposition 1B Local Streets and Roads funding. The portion of the $258.2 million allocated to each individual city is determined by the State Controller’s office based on the City’s population and total number of miles of public roadways. In order to receive these funds, the legislative body of each respective county or city must first approve a plan for use of the amount of funds available in FY 2009/2010 for their respective jurisdiction. The City of Downey is slated to receive $1,688,623.18 in Proposition 1B Local Streets and Roads funds for FY 2009/2010. As specified by the language in Proposition 1B, funds shall be used for improvements to transportation facilities that will assist in reducing local traffic congestion and further deterioration, improving traffic flows, or increasing traffic safety that may include, but not be limited to, street and highway pavement maintenance, rehabilitation, installation, construction and reconstruction of necessary associated facilities such as drainage and traffic control devices, or the maintenance, rehabilitation, installation, construction and reconstruction of facilities that expand ridership on transit systems, safety projects to reduce fatalities, or as a local match to obtain state or federal transportation funds for similar purposes. CITY OF DOWNEY, CALIFORNIA Mayor and Members of the City Council Proposition 1B Local Streets and Roads Funding FY 2009 / 10 March 23, 2010 Page 2 Staff proposes allocating the entire $1,688,623.18 FY 2009/2010 Proposition 1B th apportionment to the Downey Avenue Pavement Rehabilitation Project – 7 Street to Gallatin Road. This project involves pavement rehabilitation, repairs to damaged sidewalk, curb and gutter, curb ramps, driveways and cross gutters; adjustment of manholes, water valves, pullboxes and survey monument covers to grade; traffic loop detector replacement; traffic striping and pavement markings. The plans and specifications for this project are nearly completed. Once the State approves the planned use of the funds, the project can be released for construction bids. FINANCIAL IMPACT: The $1,688,623.18 apportionment in Proposition 1B Local Street and Roads bond funds will benefit the City by augmenting the $450,000 currently budgeted for this project. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. To approve the FY 2009/2010 Proposition 1B Local Street and Roads Funding Expenditure Plan.
