SUBJECT: GRANT APPLICATION FOR CALTRANS TRANSPORTATION
PLANNING GRANT
RECOMMENDATION:
That the City Council adopt:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
APPROVING THE SUBMITTAL OF A GRANT APPLICATION TO THE CAL
TRANS COMMUNITY-BASED TRANSPORTATION PLANNING GRANT
PROGRAM FOR THE “DOWNTOWN MULTIMODAL TRANSPORTATION
STUDY”
DISCUSSION:
The California Department of Transportation (Caltrans) is inviting applications for its
2010-2011 Transportation Planning Grant Program. The program combines state and
federal goals to promote a balanced, comprehensive, multi-modal transportation system
by providing funding for the transportation planning.
In order to receive funding under this program, local agencies are required to submit
funding applications in accordance with the guidelines set for each funding cycle.
Applications are currently being accepted by Caltrans for the second SR2S federal
funding cycle. Statewide, $3 million will be available statewide for disbursement to
public agencies on a competitive basis, though the individual grant cap is $300,000.
The Downtown Multimodal Transportation Study includes the following focus areas:
- Examining how to bring people into Downtown without their cars
- Evaluating the efficacy of the Downey LINK and suggesting improvements
- Exploring options for connecting the Green Line with Downtown
- Study the optimal location for the city’s transit station
- Investigate the options for creating bike paths within the city and connecting them
to existing paths along the Rio Hondo and San Gabriel River
The funding applications for the second federal funding cycle are due to Caltrans no
later than March 11, 2010. This project is estimated to cost a total of $300,00. If funded,
the project will result in a planning document with broad-based community support that
will make the city eligible for additional funding to implement the study’s
recommendations from sources such as Transportation Infill Grants, Transit-Oriented
Development Grants, and Caltrans Bicycle Transportation Accounts Grants.

FINANCIAL IMPACT:
There is a 10% match required from the city, and a portion of this $30,000 match will be
provided as an in-kind match of staff time.The remainder is available in the budget for
Downtown Consultants.

WHEREAS, the California Department of Transportation (Caltrans) has established
a Transportation Planning Grants Program; and
WHEREAS, the Community-Based Transportation Planning Grants Program is
intended to fund coordinated transportation and land use planning that promotes public
engagement, livable communities, and a sustainable transportation which includes mobility,
access and safety; and
WHEREAS, Caltrans is soliciting project applications for the Fiscal Year 2010-2011
funding cycle of the Transportation Planning Grants Program; and
WHEREAS, the City of Downey desires to conduct a Downtown Multimodal
Transportation Study; and
WHEREAS, Caltrans requires applicants to submit an authorizing resolution with
each project application;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. To approve the submittal of the “Downtown Multimodal Transportation
Study” application for Community-Based Transportation Planning Funding.
SECTION 2. To authorize the City Manager (or designee) to sign the application
and grant agreement, if successful.
SECTION 3.That the City Clerk shall certify to the adoption of this Resolution.
