SUBJECT: LAKEWOOD BOULEVARD AT COLUMBIA WAY INTERSECTION
IMPROVEMENTS
RECOMMENDATION:
That the City Council authorize the Mayor to execute a sole source Professional
Services Agreement with KFM Engineering, Inc. for preparation of plans, specifications,
engineer’s estimate and bid documents for the Lakewood Boulevard at Columbia Way
Intersection Improvements Project, for an amount not to exceed $39,214.00.
DISCUSSION:
Currently, it is not possible to turn left from southbound Lakewood Boulevard to
southbound Columbia Way due to the raised median island on Lakewood Boulevard
across Columbia Way.
With the recent openings of Discovery Sports Complex, the Columbia Memorial Space
Center and Kaiser Permanente Medical Center there is an even greater need for
improved access to these facilities and better over all circulation by providing an
opening in the raised median island on Lakewood Boulevard to allow left turns from
southbound Lakewood Boulevard to southbound Columbia Way.
The proposed intersection initially will require the services of an engineering consultant
to prepare plans, specifications and estimate, in order to procure the services of a
contractor for the ultimate construction of the intersection modification as proposed.
KFM Engineering, Inc. is the most qualified firm to provide the professional services
based on the firm’s background, relevant experience, demonstrated competence and
reasonable professional services fee. The man-hour rates included in the fee are
reasonable and similar to the rates charged by other consulting engineering firms. KFM
Engineering, Inc. has satisfactorily completed designs for similar street improvement
projects for the cities of Laguna Beach, La Habra, Buena Park, Orange, Placentia,
Anaheim, Costa Mesa and Manhattan Beach.
In addition, KFM Engineering’s project manager, who will oversee this effort, was also
the project manager on the previous phases of the Lakewood Boulevard Improvements
Project. For this reason, it is expected that KFM Engineering, Inc. can provide the
required professional services in the most efficient manner compared to other qualified
firms. Therefore, through this City Council action, it is requested that the selection
process be waived and a sole-source Professional Services Agreement be executed
with KFM Engineering, Inc.

The modifications at the Lakewood Boulevard at Columbia Way intersection will include
the following elements:
1. Removal of existing median island, landscaping and irrigation within the
intersection;
2. Construction of asphalt concrete pavement where the median is to be removed;
3. Construction of new median island nose and flare;
4. Replacement of landscaping and irrigation in the newly constructed and impacted
median areas;
5. Removal of existing overhead street lighting from the raised median island area
that will be removed and installation of new street lighting within the parkways on
Lakewood Boulevard;
6. Modification of the traffic signal on Lakewood Boulevard at Downey Studios;
7. Installation of incidental pavement striping and markings and signage.
FINANCIAL IMPACT:
The FY 2009-10 Capital Improvement Program includes sufficient funds for the
professional services under Account No. 26-1673.
