SUBJECT:AFTER SCHOOL EDUCATION AND SAFETY PROGRAM (ASES)
GRANT APPLICATION
RECOMMENDATION
Ratification of the application for after school grant funding to add one (1) after school
program at East Middle School and increase the capacities at Griffiths Middle School
and West Middle School.
DISCUSSION
The State of California After School Education and Safety program (ASES) has issued a
request for applications for funding. Staff is recommending adding a program at East
Middle School and increasing the student capacity at two (2) existing sites; West Middle
School from 60 to 111 and Griffiths Middle School from 100 to 111. The After School
Program for Information, Recreation and Education (ASPIRE) currently operates at
twelve (12) school sites and serves over 1,200 students per school day. The City of
Downey is funded through the State of California ASES program which is a result of the
2002 voter approved initiative, proposition 49.
The application total funding request is for $233,550. $126,872 for supplies and
services and $106,678 for personnel costs for one (1) additional part time recreation
coordinator and eight (8) part time activity specialists.
East Middle School was not included initially because it did not meet the threshold of
50% +1 of students eligible for free or reduced priced meals. The current 57.75%
makes them eligible for ASES funding.
There is a possibility that the City may be asked to replace or provide funds that are
required to operate the program if funding form the state was reduced, eliminated or
when expenditures exceed the amount of the grant funding.
FISCAL IMPACT
The financial resources to support this requested action will come form the ASES
Program grant and at least 33% of in-kind local matching funds from the Downey
Unified School District and City of Downey.
