SUBJECTRESOLUTIONS APPROVING APPLICATIONS FOR THE STATEWIDE

RECOMMENDATION
That the City Council adopt:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
APPROVING THE APPLICATION FOR STATEWIDE PARK PROGRAM GRANT
FUNDS FOR THE TREASURE ISLAND PARK PROJECT

FUNDS FOR THE RIO HONDO PARK PROJECT
DISCUSSION
The California State Parks Department, through the voter-approved Safe Drinking
Water, Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act
of 2006, has authorized the expenditure of $184,000,000 for the creation and expansion
of park facilities in critically underserved communities throughout California.
Through the cooperative efforts of the Community Services and Public Works
Departments and the City Manager’s office, three eligible projects have been identified:
Treasure Island Park, Apollo Park, and the creation of a new park adjacent to the Rio
Hondo at the northern end of the City of Downey (Rio Hondo Park). Grant applications
for the three projects have been prepared and will be submitted for consideration. The
California State Parks Department regulations require a council resolution approving
submittal of the grant application.
FINANCIAL IMPACT
There is no matching contribution required for this grant. However, staff time will be
required for project management and implementation and for required grant reporting.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
APPROVING THE APPLICATION FOR STATEWIDE PARK PROGRAM GRANT
FUNDS
WHEREAS,
the State Department of Parks and Recreation has been delegated the
responsibility by the Legislature of the State of California for the administration of the Statewide
Park Program, setting up necessary procedures governing the Application; and
WHEREAS,
said procedures established by the State Department of Parks and
Recreation require the applicant to certify by resolution the approval of application(s) before
submission of said application(s) to the State; and
the City of Downey, if selected, will enter into a contract with the State of
WHEREAS,
California to complete the grant scope project;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES
HEREBY RESOLVE AS FOLLOWS:
1. To approve the filing of an application for the Treasure Island Park Project;
2. Certifies that the City of Downey has or will have available, prior to commencement
of any work on the project included in this application, the sufficient funds to
complete the project; and
3. Certifies that the applicant has or will have sufficient funds to operate and maintain
the project(s), and
4. Certifies that the applicant has reviewed, understands, and agrees to the General
Provisions contained in the contract shown in the Grant Administration Guide; and
5. Delegates the authority to (designated position) to conduct all negotiations, sign and
submit all documents, including, but not limited to applications, agreements,
amendments, and payment requests, which may be necessary for the completion of
the grant scope; and
6. Agrees to comply with all applicable federal, state and local laws, ordinances, rules,
regulations and guidelines. To certify that the City of Downey understands the
assurances and certification in the application.
SECTION 1.
The City Clerk shall certify to the adoption of this Resolution.
