City of Downey –Community Development Department City of Downey –Community Development Department Housing Element •An assessment of past housing accomplishments; •An analysis of the City’s population, household and employment base, and the characteristics of the City’s housing stock; •An updated evaluation of housing needs, including the housing needs of very low income households and the disabled; •Preparation of an inventory of potential housing sites in the community; •An examination of governmental and non- governmental constraints on the production, maintenance, and affordability of housing; and, •Preparation of a Housing Program to address Downey’s identified housing needs, including housing goals, policies and programs.
