Important Dates
•Housing Element covers planning period
from January 1, 2006 to June 30, 2014
•June 18, 2008 –Planning Commission
conducted public hearing on draft element
•November 2, 2009 –Staff received letter
from HCD stating Element will comply with
State law and could be certified.

Housing Element
•An assessment of past housing accomplishments;
•An analysis of the City’s population, household and
employment base, and the characteristics of the City’s
housing stock;
•An updated evaluation of housing needs, including the
housing needs of very low income households and the
disabled;
•Preparation of an inventory of potential housing sites in
the community;
•An examination of governmental and non-
governmental constraints on the production,
maintenance, and affordability of housing; and,
•Preparation of a Housing Program to address
Downey’s identified housing needs, including housing
goals, policies and programs.

Goals and Policies
•Maintaining Code Enforcement efforts and
neighborhood preservation programs.
•Maintaining the housing improvement programs
and senior paint/fix up programs.
•Adopt an ordinance allowing transitional
housing, supportive housing, emergency
shelters, and single room occupancies, within
certain zones of the City by right.
•Continue to provide a first time homebuyers
program and rental assistance.
•Adopt a reasonable accommodation ordinance
to address constraints on providing
accommodations for persons with disabilities.

What’s Next?
•The City has obtained written confirmation from
HCD that the Housing Element is certifiable.
•City Council adopts the Housing Element.
•Staff will submit the Final Housing Element to
HCD for a 90-day review period.
