FIRE STATION NO. 1 PERIMETER WALLS PROJECT
RECOMMENDATION:
That the City Council award Cash Contract No. 664B in the amount of $25,998 to
Titanium Construction Group, Inc. for the Fire Station No. 1 Perimeter Walls Project.
BACKGROUND:
On June 24, 2008, the City Council approved the plans and specifications for the
replacement of the existing chain link fence and old unreinforced block walls adjacent to
the Emergency Operations Center (EOC) building at Fire Station No. 1, along the east
side and south side of the facility along Orange Avenue. Included in the project was the
demolition of the existing fencing and the installation of a new six-foot high concrete
block wall and two remotely operated motorized sliding metal gates. The Council
granted authority to advertise for bids as Cash Contract No. 664.
On September 30, 2008, six bids were received and all bids substantially exceeded the
project budget. On November 10, 2008, the City Council rejected all bids and granted
authority to re-advertise for bids.
On December 2, 2008, eight bids were received for the revised project under Cash
Contract No. 664A. However, all bids received still exceeded both the engineer's
estimate and the funding budgeted for the project. On January 27, 2009, the City
Council rejected all bids.
Staff from the Public Works Department and Fire Department continued to pursue and
analyze other alternatives to reduce the scope and costs for the project while
maintaining the intended objective of enhancing security at Fire Station No. 1. The
project was ultimately divided into two phases and during its meeting of December 15,
2009, the City Council approved plans and specifications and granted authority to re-
advertise for bids on the subject project under Cash Contract No. 664B.
DISCUSSION:
On January 12, 2010, fourteen bids were received ranging from $25,998 to $57,945 as
shown on the attached bid summation. The apparent low bidder was Titanium
Construction Group, Inc. with a bid of $25,998.

The work under this phase of the project will include the removal of the existing chain
link fence and old unreinforced block walls and the construction of a six-foot eight-inch
high split-face masonry block wall.
New motorized sliding metal gates will be installed to replace the existing sliding chain
link gates at a later date under the second phase of this project.
FINANCIAL IMPACT:
A detailed cost accounting and funding analysis, based upon the bid received from the
Titanium Construction Group, Inc., is summarized below. The total estimated cost of
the project is $41,298. Funds for the project, in the amount of $51,925, are included in
the Fiscal Year 2009/2010 Budget.
