RECOMMENDATION:
That the City Council:
1. Award Cash Contract No. S.S. 592 in the amount of $1,923,800 to Sully-Miller
Contracting Company for Street Improvements at Various Locations (Downey

Ave., Brookshire Ave., 5 St. and Rives Ave.); and
2. Appropriate $831,734 from Fund 54 (Proposition “C” Local Return) to Account
No. 26-16592.
DISCUSSION:
On December 15, 2009 the City Council approved Plans and Specifications and granted
authority to advertise for bids for Street Improvements at Various Locations (Downey

Ave., Brookshire Ave., 5 St. and Rives Ave.) under Cash Contract No. S.S. 592.
Seven bids were received on January 7, 2010, as shown on the attached Bid
Summation. The low bid of $1,923,800, submitted by Sully-Miller Contracting Company,
is approximately 7.5 % lower than the Engineer’s Estimate. Sully–Miller Contracting
Company has satisfactorily completed similar pavement resurfacing projects for the City
of Downey.
The work to be undertaken consists of pavement rehabilitation on Downey Avenue from
Gardendale Street to Imperial Highway, Brookshire Avenue from Florence Avenue to

Gallatin Road, 5 Street from Paramount Boulevard to Brookshire Avenue and Rives
Avenue from Imperial Highway to Stewart & Gray Road.
The proposed work will generally consist of in place asphalt concrete recycling, cold
milling of the existing asphalt pavement and resurfacing with a 1-3/4 to 2-inch asphalt
rubber hot mix surface course on a suitably treated and stabilized base course. The
project also includes the replacement of ageing and damaged sidewalk, curb and gutter,
construction of new ADA compliant ramps and facilities, tree trimming, pruning and
installation of tree root barriers, adjustment of utility boxes and covers, and replacement
of traffic signal loop detection, striping and pavement markings.

FINANCIAL IMPACT:
The FY 2009-10 Capital Improvements Program Budget has a current balance of
$75,300 in gas tax and $1,442,966 in Proposition “C” funds for this project, for a total of
$1,518,266. In order to move forward with the proposed improvements, additional
Proposition “C” Local Return funding in the amount of $831,734 must be appropriated to
the project (Account Code No. 26-16592).
The cost and funding for this project is summarized below:
