Pomrehn, Assistant Deputy City Manager SUBJECT: Gateway Cities – Ratify Board of Directors’ Decision to Accept Delegation under SB 375 for Preparation of a Subregional Sustainable Communities Strategy RECOMMENDATION It is recommended that the City Council ratify the Gateway Council of Governments Board of Directors’ decision to accept delegation under SB 375 for the preparation of a subregional Sustainable Communities Strategy. BACKGROUND SB 375 requires metropolitan planning organizations, in Downey’s case SCAG, to develop a Sustainable Communities Strategy (SCS). The legislation permits subregions to accept delegation to undertake development of the SCS for their own subregion. The Gateway COG’s Board of Directors voted at their meeting of January 6, 2010, to accept delegation under SB 375 to develop a subregional SCS, contingent upon ratification by a majority of the member city councils. DISCUSSION The City of Downey is required under SB 375 to participate in a statewide initiative to reduce greenhouse gas emissions. Each region is required to prepare a SCS to establish policies and initiatives to attain the region’s respective reduction targets. SB 375 recognized our region as unique in its size and other characteristics and gave the subregions the ability to prepare their own SCS plans. The Gateway COG Board of Directors voted in favor of overseeing the preparation of our subregional SCS. The estimated cost to develop the subregion SCS is $250,000, which is proposed to be split using a 52% flat rate and 48% per capita assessment formula. FISCAL IMPACT Downey’s share of the development costs of our State mandated subregional SCS are estimated at just under $13,000, which will be drawn from the General Fund. CITY OF DOWNEY, CALIFORNIA
