HomeMy WebLinkAboutMinutes - 12-08-09 Mayoral Transition MeetingMINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADJOURNED REGULAR MEETING MAYORAL TRANSITION CEREMONY DECEMBER 8, 2009 The City Council of the City of Downey held an Adjourned Regular Meeting at 6:08 p.m., December 8, 2009, in the Council Chamber of the Downey City Hall, 11111 Brookshire Avenue, Downey, California, Mayor Mario A. Guerra presiding. PRESENT:Council Members: Mario A. Guerra Anne M. Bayer Luis H. Marquez Roger C. Brossmer David R. Gafin Mayor Mayor Pro Tem ALSO PRESENT:Kathleen L. Midstokke, City Clerk Scott K. Pornrehn, Assistant Deputy City Manager Susan Domen, Deputy City Clerk Other Staff INVOCATION :Pastor Glenn Kravig, Calvary Chapel of Downey FLAG SALUTE: United States Marine Color Guard, Downey Recruiting Station 1. WELCOME AND FINAL ADDRESS MAYOR GUERRA: Mayor Guerra presented a Power Point presentation beginning with two videos: “Business Friendly” and “Innovative Leadership” that the City produced recently; described events this past year; reviewed the Mayor’s Initiatives set at the beginning of the year and the status of each; discussed the various City Highlights and the Economic Highlights; announced the possibility of a press conference regarding Tesla Motors on Friday; and concluded that the City’s future is bright. 2. SPECIAL PRESENTATIONS: Mayor Guerra presented Certificates of Appreciation to: Coca-Cola, Dr. Wendy Doty, Downey Unified School District Superintendent; and School Board Members in attendance: Tod Corrin, Barbara Samperi, D. Mark Morris, and Nancy Swenson. He concluded by giving special recognition to his wife Ann. The following persons presented plaques and certificates to outgoing Mayor Guerra: D. Mark Morris, on behalf of Downey Unified School District Kim Tachiki, on behalf of Congress Member Roybal-Allard Iranzu Pujadas, on behalf of Senator Lowenthal Joe Legaspi, on behalf of Assembly Member Calderon Michelle de Santiago, on behalf of Assembly Member De La Torre Andrea Avila, on behalf of Supervisor Knabe Dr. Bob Hughlett, Vice President Cerritos College Board City Council Minutes (adj.) 12/08/09 -1 - Sam Olivito, on behalf of California Contract Cities Association Mike Murray, President Downey Sister Cities Association Paula Mejia, on behalf of new Sister City Fresnillo Robert Zavala, President Downey Chamber of Commerce Mayor Tony Lima, City of Artesia Mayor Bruce Barrows and Council Member Carol Chen, City of Cerritos Mike Artherton, on behalf of Downey Rose Float Association At this time, Mayor Guerra read Section 504 of the Downey Charter, then read a letter of resignation as Mayor and gave it to City Clerk Midstokke. 3. REORGANIZATION OF CITY COUNCIL: A.APPROVED PROPOSED SEQUENCE OF ROTATION OF MAYOR AND MAYOR PRO TEM AS PREPARED BY CITY CLERK. Council Member Guerra read the staff report. It was moved by Council Member Gafin, seconded by Council Member Brossmer to approve the proposed sequence of rotation of Mayor and Mayor Pro Tem as prepared by City Clerk The motion carried, noting the dissent of Mayor Guerra and Council Member Marquez. Prior to the vote, the following persons spoke in regards to this item: Dr. A-Malek Diane Boggs Russ Johnson Lennie Whittington Maria Larkin Edward Hare Janet Molinaro Mayor Guerra read a prepared statement noting his reasons for his dissenting vote on this item. Council Member Marquez stated his reasons for his dissenting vote. Council Member Gafin noted that the Council approved the new rotation schedule a year and a half ago. B. APPOINTED ANNE M. BAYER MAYOR. City Clerk Midstokke declared the Office of Mayor open and asked for nominations. It was moved by Council Member Gafin, seconded by Council Member Brossmer to nominate Mayor Pro Tem Bayer as Mayor of the City of Downey. There being no further nominations, the City Clerk declared the nominations closed. Mayor Pro Tem Bayer was appointed as Mayor of the City of Downey, noting the dissent of Mayor Guerra and Council Member Marquez. C.APPOINTED LUIS H. MARQUEZ MAYOR PRO TEM. Mayor Bayer declared the Office of Mayor Pro Tem open and asked for nominations. It was moved by Council Member Brossmer, seconded by Council Member Gafin to nominate Council Member Marquez as Mayor Pro Tem of the City of Downey. There being no further nominations, Mayor Bayer declared the nominations closed. City Council Minutes (adj.) 12/08/09 -2- It carried, noting the abstention of Council Member Marquez to appoint Council Member Marquez as Mayor Pro Tem of the City of Downey. 4.ADDITIONAL PRESENTATIONS TO OUTGOING MAYOR AND NEW MAYOR: Mayor Bayer presented Council Member Guerra with a Certificate of Election as Mayor, a Gavel Plaque, a past Mayor’s pin, and the traditional Mayor’s scrapbook commemorating activities during his term as Mayor. 5. ADDRESS BY INCOMING MAYOR: Mayor Bayer called Assistant City Manager Powell to the podium and thanked him for his conservative efforts with the City’s finances for the past 27 years and announced his retirement at the end of this year. 6.INTRODUCTION OF FAMILIES, RELATIVES AND FRIENDS: Mayor Bayer introduced her daughter Amanda, mother Anna and other friends in the audience. Council Member Gafin introduced his wife Brenda, his son Brent and his girlfriend Trish in the audience. Mayor Pro Tem Marquez recognized his appointed Commissioners in the audience. Council Member Guerra introduce his wife Ann, daughter Haley, son Ryan, his co-workers, friends, appointed Commissioners and Council Secretary Shirley Conte in the audience.
