SPECIAL MEETING
OCTOBER 20, 2009
The City Council of the City of Downey held a Special Meeting at 5:01 p.m., October 20,
2009, in the Council Chamber of the Downey City Hall, 11111 Brookshire Avenue, Downey,
California, Mayor Mario A. Guerra presiding.

The Invocation was delivered by Mayor Mario Guerra. The Flag Salute was led by City
Clerk Kathleen Midstokke.
1.RECEIVED AND FILED AFFIDAVIT OF NOTICE OF SPECIAL MEETING: City Clerk.
It was moved by Council Member Brossmer, seconded by Mayor Pro Tem Bayer and so
ordered by Mayor Guerra to receive and file.
2.CLARK AVENUE NAME CHANGE: Administration.
A. ADOPT RESOLUTION NO. 09- . A RESOLUTION OF THE CiTY COUNCIL OF
THE CITY OF DOWNEY DECLARING THE CHANGE OF NAME OF CLARK AVENUE
WITHIN THE CITY LIMITS OF THE CITY OF DOWNEY BETWEEN LAKEWOOD
BOULEVARD AND IMPERIAL HIGHWAY TO COLUMBIA WAY: OR
B. ADOPTED RESOLUTION NO. 09-7157, A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF DOWNEY DECLARING THE CHANGE OF NAME OF CLARK AVENUE
WITHIN THE CITY LIMITS OF THE CITY OF DOWNEY BETWEEN LAKEWOOD
BOULEVARD AND FOSTER ROAD TO COLUMBIA WAY.

There were 2 supplemental items distributed: A memorandum from Deputy City Manager
Gilbert Livas regarding the survey results; and an email from George Redfox opposing the name
change
Council Member Brossmer thanked staff for their work on the survey and noted that an
important recognition was completed with the naming of the new Columbia Memorial Space Science
Learning Center. He expressed that he originally thought this was going to be for the naming of an
interior street and that would be his preference.
Coming forward to speak in opposition to the name change were

Coming forward to speak in favor of the name change were:

Council Member Gafin noted that he had pulled this item at the last regular meeting to give
time for the survey to be completed. He noted that of 46 parcels, 29 returned surveys, with 18 (62%)
supporting and 11 (38%) opposing, leaving a majority in favor.
Council Member Marquez, agreeing with the statements of Council Member Gafin, indicated
that he supports the name change and the honoring of the crew of Columbia.
Mayor Guerra noted that Clark Avenue used to be named Cerritos Avenue and that the
Columbia was the 1 ’ space shuttle, with most of it assembled in Downey. He expressed the great
importance of this name change.
It was moved by Mayor Guerra, seconded by Council Member Gafin, and carried, noting the
dissentions of Mayor Pro Tem Bayer and Council Member Brossmer, to adopt Resolution B.
ADJOURNMENT:
The meeting adjourned at 5:32 p.m. to 6:30 p.m., October 27, 2009.
