A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY APPROVING
AN APPLICATION FOR FUNDING AND THE EXECUTION OF A GRANT
AGREEMENT AND ANY AMENDMENTS THERETO FROM THE STATE OF
CALIFORNIA NEIGHBORHOOD STABILIZATION PROGRAM (NSP).
THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS:
SECTION 1. The City Council has reviewed and hereby approves an application (and
its contents) for up to $695,825 for the following activities:
A Demolition of blighted structure(s) which are vacant or abandoned and located
within the area determined to be the “Target Area” for NSP; and
B The acquisition of bank-owned properties which have been foreclosed upon for
the purpose of a land bank program.
If any additional NSP funding becomes available at a later date, the City of Downey is
authorized to apply for the maximum available, up to $1,000,000. Any additional NSP funding
will be used in accordance with funding requirements established by the State of California
Neighborhood Stabilization Program.
SECTION 2. The City Council hereby authorizes the City Manager to submit a joint
application in collaboration with the Cities of Paramount, Bellflower and Lakewood.

SECTION 3. The City has determined that federal Citizen Participation requirements
were met during the development of this application.
SECTION 4. The City of Paramount is hereby authorized and directed to act on the
City's behalf in all matters pertaining to this application.
SECTION 5. If the application is approved, the City of Paramount is authorized to enter
into and sign the grant agreement on behalf of the City of Downey, and any subsequent
amendments thereto, with the State of California for the purposes of this grant.
SECTION 6. If the application is approved, the Director of Economic Development or
the Housing Manager of the City of Downey is authorized to sign Funds Requests and other
required reporting forms.
SECTION 7. The City Council has approved the Anti-Displacement and Relocation
Plan
SECTION 8. The City Clerk shall certify to the adoption of this Resolution.
