Guerra presiding. PRESENT: Commissioners: Mario A. Guerra Chairperson Anne M. Bayer Vice-Chairperson Luis H. Marquez Roger C. Brossmer David R. Gafin ALSO PRESENT: Gerald M. Caton, Executive Director Edward W. Lee, Agency Counsel Lee Powell, Assistant City Manager Kathleen L. Midstokke, Secretary Desi Alvarez, Deputy City Manager/Special Projects Gilbert Livas, Deputy City Manager/Community Development Scott K. CONSENT CALENDAR: It was moved by Commissioner Brossmer, seconded by Commissioner Gafin, and approve the Consent Calendar unanimously carried to items as recommended: 1. APPROVED COMMISSION MINUTES: Regular and Adjourned Meetings May 26, 2009: Secretary. 2. APPROVED WARRANTS ISSUED: (See City Council Warrant Register): Finance. ADMINISTRATIVE REPORTS: -1- Community Dev. Comm. Minutes 06/09/09 3. AUTHORIZED THE EXECUTIVE DIRECTOR TO DEVELOP AND EXECUTE A CONTRACT WITH HOGLE-IRELAND INC. TO PREPARE A SPECIFIC PLAN AND ENVIRONMENTAL IMPACT REPORT FOR DOWNTOWN DOWNEY AND APPROPRIATED $325,000 FROM THE REDEVELOPMENT FUND: Community Development. City Planner William Davis presented a staff report outlining that the plan concept will create a unique district, bring people back to Downtown and provide places to eat, shop and attend entertainment events. The objectives are to create a mixed use, livable community with a sense of place. He stated that the Scope of Work would include the preparation of a Specific Plan, preparation of California Environmental Quality Act (CEQA) documentation and a review for consistency with the General Plan. He concluded by noting that optional tasks include: market demand study, project website, branding and identity package, parking demand and parking rate calibration and traffic baseline data and analysis. The allocation of the $325,000 would allow for the addition of the optional tasks if deemed necessary. Harold Tseklenis, resident of Downey, asked if the Downtown zone could go to the east side of Paramount Boulevard; and what the planned community outreach would include. Deputy City Manager Livas explained that this process will determine what the size of the Downtown area should include; and the community outreach will be determined as the process moves forward. It was moved by Council Member Gafin, seconded by Council Member Brossmer and carried, authorize the preparation of the Specific Plan noting the dissention of Mayor Pro Tem Bayer, to and appropriate the funds. recessed The meetingat 7:51 p.m. PUBLIC COMMENT: reconvened The meeting for Public Comment at 9:01 p.m., with all Commissioners present, recessed (see Public Comment under Regular City Council Meeting) and at 9:23 p.m. reconvened The meeting at 10:07 p.m. with all Commissioners present.
