INDEPENDENT CITIZENS’ OVERSIGHT
COMMITTEE
MEETING MINUTES
WEDNESDAY, SEPTEMBER 14, 2022
2:00 P.M.
DOWNEY CITY HALL
11111 Brookshire Avenue, Downey, CA
2-d Floor – HR Training Room
1. Called to order at 2 pm.
2. Present were Vice Chair Mario A. Guerra, Commissioners Carrie Uva, Beth Gendreau
Michael Murray, Ignacio Gonzalez, Acting Assistant City Manager Vaniah De Rojas,
Director of Finance and IT Anil Gandhy and Public Works Director/City Engineer Delfino
Consunji.
3. Minutes from August 18, 2021 meeting were approved. Motioned by Commissioner
Murray, and seconded by Commissioner Uva. Commissioners Gonzalez and Gendreau
abstained .
4 Measure S Updates were provided
Vice Chair Guerra provided background/purpose of the Measure S Oversight
Board to the members of the Board
Director of Finance and IT Gandhy provided a Financial Update – June 30, 2022
regarding Measure S.
• Director of Finance Gandhy said a link will be made available to view the
ACFR on the City website.
• Vice Chair Guerra confirmed that that auditors reviewd Measure S funds
and how the ACFR and expenditures tie
Director of Finance and IT Gandhy provided a project update regarding Measure
S and shared that the projects have been completed, including Fire Stations,
Library, Theatre, Police Station, Parks. There are a few items to be completed
this fiscal year in regards to a digital parking spot sign in the Downtown parking
structure
Director of Finance and IT Gandhy discussed the Annual Comprehensive
Financial Report (AC:FR)-June 30, 2021 and gave financial updates.
• Director of Finance Gandhy said a link will be made available to view the

• Vice Chair Guerra confirmed that that auditors reviewed Measure S funds
and how the ACFR and expenditures tie
Director of Finance Gandhy stated yes and demonstrated how1
the numbers tie
• Commissioner Gonzalez asked why does the fund to be in a deficit
Director of Finance Gandhy explained that it appears that why due
to the timing of when the City receives the Measure S revenues to
fund projects

• Vice Chair Guerra asked when does the City get the proceeds.
1. Director of Finance Gandhy explained that the City received them
on a monthly basis, but they funds are two months in arrears.
• Vice Chair Guerra asked how much of sales tax do we receive
1. Director of Finance Gandhy explained that the City receives 1% of
the sales tax, please .5% from Measure S.
Director of Finance and IT Gandhy discussed the 2021 Annual Report and
shared we can combine the report with the 2022 Annual Report and present
them to the City Council
• The Commissioners agreed to do both and to discuss the annual reports
along with the selection of chair and vice-chair at the next meeting.
