Director of Community Dev. /City Planner Vicki Jenkins, City Librarian Chuck Seely, Battalion Chief June Yotsuya, Assistant to the City Manager Shirley Conte, Executive Secretary Mayor Pro Tem Perkins presented to Carol Gibson, President, and Eunice Hammond, Treasurer, of the Friends of the Downey City Library, a Proclamation declaring the week of April 1 -7, 2001, National Library Week. Ms. Gibson thanked the Council and citizens of Downey for their continued support of the Downey City Library and commended Library staff for the work they do. Tim O'Neil, representing the Pasadena Tournament of Roses Association, presented a portrait of the 2001 Downey Rose Parade Float to Mayor Pro Tem Perkins and thanked the citizens of Downey for their support and participation in the Tournament of Roses Parade. He congratulated the Downey Rose Float Association for winning the Lathrop Leishman Award presented to the most beautiful, non - commercial float in the parade, noting this is the highest possible award in the special category for self -built floats by cities. He pointed out that viewership of the Tournament of Roses Parade is over 450 million people world wide, which brings an economic benefit to a participating city. 013 749 Mike Prokop introduced Kelley Roberts, Construction Chairman, and Gary Deremer, First Vice - President, of the Downey Rose Float Association. He also introduced Kelly Maclntosh, Miss Downey 2000 and asked Downey Rose Float Association members present to stand. Council Member Cartozian noted the three Council Members present attended the Miss Downey Pageant over the weekend and felt it was a great event sponsored by the Downey Rose Float Association. Mayor Pro Tem Perkins commended the effort of the Downey Rose Float Association to win P- the highest possible award in its category and mentioned the Rose Float Association was honored by Los Angeles County Supervisor Don Knabe and also by Congressman Steven Horn, who requested a picture of the float to hang in his Washington D.C. office. HEARINGS: None CONSENT CALENDAR - ITEMS FOR REMOVAL Agenda Item VI -C -2, CASH CONTRACT S.S. 490, STEWART AND GRAY ROAD PAVEMENT REHABILITATION, was removed at the request of Council Member Cartozian. CONSENT CALENDAR It was moved by Council Member McCarthy, seconded by Council Member Cartozian, and unanimously carried (3 -0) to approve the remainder of the Consent Calendar as recommended: COUNCIL MINUTES: ADJOURNED AND REGULAR MEETINGS, MARCH 13, 2001, AND ADJOURNED REGULAR MEETING MARCH 20, 2001: Approve. CASH CONTRACT NO. 612, DOWNEY INTERMODAL TRANSIT CENTER (ACCOUNT NO. 55 -1- 7532): Approve plans and specifications and grant authority to -- advertise for bids: Approve. WARRANTS ISSUED: NO. 164770 - 165132; WIRE NUMBERS 157; 30000097 - 30000103; $2,833,100.83: Approve. INVESTMENT POLICY 2001: Adopt the Investment Policy for Public Funds for the City: Approve. ORDINANCES: None RESOLUTIONS: None Council Minutes 3/27/01 -2- n 145 ADMINISTRATIVE REPORTS: None OTHER BUSINESS - Consent Calendar - Items removed by Council Annroval CASH CONTRACT NO. S.S. 490, STEWART AND GRAY ROAD PAVEMENT REHABILITATION (ACCOUNT NO. 26- 16490) Council Member Cartozian inquired about project costs and estimations and whether it was customary to have the contingencies at 10 percent. He also asked if engineering inspections and contract administration are not normally part of the bid amount. Mr. Alvarez explained contingencies are an additional amount carried forward to cover any changed conditions that might be encountered and are not part of the base bid amount. Ten percent is customary, but sometimes a project is moved forward with less than ten percent. He responded to further questions. It was moved by Council Member Cartozian, seconded by Council Member McCarthy and unanimously carried (3 -0) to award a unit price contract, totaling S412,852 to Sully - Miller Contracting Company for pavement rehabilitation on Stewart and Gray Road from Paramount Boulevard to Lakewood Boulevard, under Cash Contract No. S.S. 490. Council Member McCarthy mentioned a severe dip at the intersection of Stewart and Gray Road and Lakewood Boulevard and inquired if there were plans to improve this and was informed this has been brought to staff's attention and will be addressed in a future project. OTHER BUSINESS - Council Members Council Member McCarthy complimented the improved appearance of Paramount Boulevard where Public Works landscaped the area on the west side south of Imperial Highway between Imperial Highway and Gardendale Street. Council Member McCarthy mentioned attending the Miss Downey competition, which was a great event. Council Member McCarthy requested placing an item on a future Agenda for consideration of changing the hours for fireworks sales for July 4th by opening earlier, possibly 8:00 a.m. Council Member McCarthy noted an event scheduled at the Downey City Library, "Memories from the Heart," where local Downey writers share their memories in a public reading of original stories and poems on April 3rd from 1 -2 p.m., and hopes he will be able to attend. Council Member McCarthy complimented Mayor Pro Tem Perkins for running an impressive meeting. Council Member McCarthy commented on the Comprehensive Annual Financial Report, which was approved on the Consent Calendar and complimented Finance Director John Michicoff for putting the information together. Council Minutes 3/27/01 -3- 013744 Council Member Cartozian mentioned the ARC Walk, which will be held next Saturday, March 31st, starting at the Stonewood Shopping Center at 8:00 a.m. Council Member Cartozian noted he was unable to attend the Council Meeting on March 20th, since he was in Sacramento attending a program called "Sacramento Safari," a PTA sponsored event where advocates for education meet with the State Assembly and State Senators. He commented on the strength of the PTA and encouraged parents to become involved. He advised that each year one student from either Warren or Downey High School attends the program to see the process from an educational standpoint. Council Member Cartozian congratulated students from his classes who made the Miss Downey Court in the competition held last weekend at the Downey Civic Theatre. He pointed out that the 2001 Miss Downey was a student from Warren High School. Mayor Pro Tem Perkins noted the Mayor provided him with a "booster seat" to sit on during the Council Meeting. Mayor Pro Tem Perkins mentioned attending the Gangs Out of Downey (GOOD) luncheon, which was an outstanding event. He noted it brings together many civic groups and that the Governor also sent a representative to attend. Mayor Pro Tem Perkins commented on attending an event honoring Library staff for their Longevity. He noted two- thirds of the staff are volunteers. Mayor Pro Tem Perkins mentioned Downey hosted the California Contract Cities Association Meeting this past week, with co -host Southern California Gas Company. He commented on some of the door prizes given away and complimented June Yotsuya for doing an outstanding job on this event. OTHER BUSINESS - Staff Members Assistant City Manager Powell thanked Council Member McCarthy for his kind comments regarding the Comprehensive Annual Financial Report. Assistant City Manager Powell thanked Fire Battalion Chief Chuck Seely for attending the meeting in Chief Sauter's absence. ORAL COMMUNICATIONS Manuel Lopez, 7931 Dalen Street, commented on his attempt to secure a permit to construct a tree house on his property and being told a permit was not needed. He mentioned building the tree house in his front yard, and then received a notice to remove it due to a City Code violation. He asked what steps he could take to resolve this issue and was requested to submit a letter to Assistant City Manager Lee Powell. Council Minutes 3/27/01 -4- 01 7 4"1 John Tilly, 9902 Casanes Avenue, incoming President of the Chamber of Commerce, requested direction from the Council, noting he is a volunteer golf coach for the junior varsity golf team at Downey High School and is attempting to utilize Rio Hondo Golf Course. He reviewed the block class schedule in place at Downey High School, which results in Friday being the ideal day for the team to utilize the golf course but noted they have been advised it is not available at that time. He offered to offset the income the City would lose to allow the kids to play there on Friday. He advised their season is half over and he is looking at this usage for next season, which starts in February 2002. Mayor Pro Tem suggested he forward a letter to the City Manager, noting the Council cannot take action tonight but can discuss this issue at a future meeting. ADJOURNMENT: 8:15 p.m. The meeting was adjourned in memory of former Mayor /Council Member Joseph Ferris; and Timothy Holcombe, victim of a tragic accident on a construction site, to 9:00 a.m., April 10, 2001, in the Council Chamber of Downey City Hall to interview candidates for City Clerk.
