SPECIAL MEETING
APRIL 10, 2024
The Downtown Subcommittee held a Special Meeting on April 10, 2024, at 10:00 a.m., in the City
Manager’s Conference Room of the Downey City Hall, 11111 Brookshire Avenue, Downey, California.

Call to Order at 10:03am
The discussion items were taken in the following order:
I. APPROVAL OF MINUTES FROM THE FEBRUARY 7, 2023 MEETING – approved by both
subcommittee members.
11.CITY PROJECTS AND UPDATE – City staff shared updates on the following topics: City parking
Structure improvements and security, Gateway Sign status update, Bollards status update, Economic
Development Updates, Downtown Security plans, and DDIA maintenance inquires to the City.
Additionally, City staff requested a meeting to discuss DDIA budget and annual reporting items.
111.DDIA UPDATE – Updates consisted of the items discussed in the City Projects update and items 4-
7 below

4th OF JULY EVENT – DDIA AND DOWNEY CHAMBER OF COMMERCE – DDIA provided update
that the event will be coordinated solely by the Downey Chamber of Commerce
FARMER’S MARKET RELOCATION – DDIA shared the interest of moving the Certified Farmers
Market to Downey Avenue. Melissa Farwell from Raw Inspirations, said she wanted to speak to
business owners and get information on the costs associated with the move. She also shared that
the vendor permits will be renewed in July, it would be best to decide by then.
VI.DDIA EXPANSION – DDIA board members shared that they have received interest from property
owners wanted to join the DDIA. DDIA representatives asked what the processes entailed. City staff
stated they would outline the process for them.
VII.ALLEY BEAUTIFICATION AND MURAL PROJECT DDIA IDEAS – DDIA representatives shared
that they are exploring mural ideas on an alley on Downey Avenue, and the Masonic Lodge Building.
City staff shared the mural would have to go through an administrative site review process. DDIA
shared they wanted to have a cohesive design of their murals with the one being proposed for the
parking structure.

IX.SUBCOMMITTEE MEMBERS: City staff acknowledged for the record that the agenda posting had
the incorrect subcommittee members listed. The members are Mayor Pro Tem Hector Sosa, and
Councilmernber Horacio Ortiz
