1)The City is proposing a condition of approval requiring the owner/applicant submit will-
serve letters from electrical, gas, sewer, water, solid waste, telecom, and all other utility
purveyors that will service the development including, but not limited to:
a)Southern California Edison
b)Southern California Gas Company (SoCal Gas)
c)Los Angeles County Sanitation Districts
d)City of Downey Public Works Department
e)Athens Services
f)A regional telecom provider
2)The subject development located at 7360 Foster Bridge Blvd. is estimated to generate 10
net trips during the AM peak hour, 13 net trips during the PM peak hour and 158 net daily
trips. Estimated future traffic to be generated by the development was based on a multi-
family (low-rise) use (as opposed to single-family) as well as the existing church use for
purposes of subtracting the existing traffic generated by the site to yield the net new trips.
The addition of traffic generated by the development is not expected to result in the
exceeded capacity of any street segments and/or intersections. For example, other than
the Paramount Blvd. at Suva St. intersection, which exceeds capacity during peak periods
regardless of the traffic related to the development, the Suva St. at Guatemala Ave.
intersection operates at LOS “E” during the AM peak hour; however, the addition of traffic
generated by the development is expected to result in a volume-to-capacity (V/C) increase
of 0.5% only and is expected to add 73 trips per day to this intersection. In order for
capacity to be exceeded at this intersection as a result of the addition of site development
traffic, a total of 2,885 additional trips would need to be added to the intersection. Each
of the other street segments and study intersection are projected to operate at LOS D or
better.
A traffic study was prepared to analyze the development-related traffic impacts by the
Ganddini Group Inc. dated October 13, 2023 which addresses traffic impacts at four study
intersections as well as the site driveway located on Foster Bridge Blvd. The intersections
evaluated by the study include the following intersections as referenced in the letter
received from the City of Bell Gardens dated March 11, 2024:
•Foster Bridge Rd. at Suva St./Bluff Rd.
•Suva St. at Scout Ave.
•Suva St. at Guatemala Ave.
The traffic volume date utilized in the study was collected on August 24, 2023. The
remaining two study intersection reference in the Bell Gardens letter, Foster Bridge Blvd.

at Scout Ave. and Suva St. at Wiley-Burke Ave., were not evaluated in the study; however,
given the negligible development-related traffic impacts anticipated at other study
intersections, it is highly unlikely that evaluating the traffic impacts at the two additional
intersections would change or alter the conclusions of the study.
The traffic study did, in fact, evaluate current and future conditions with and without the
proposed development.
Per the traffic study, the Suva St. at Foster Bridge Blvd./Bluff Rd. intersection currently
operates at LOS B and is expected to continue operating at this level in the future with the
addition of development traffic. Field observations at this intersection were conducted by
staff during AM and PM peak periods to supplement the study results and minimal
congestion was observed, with vehicle queues on each approach clearing during each
traffic signal cycle. However, timing adjustments were made by the City on the Foster
Bridge Blvd. approach in order to accommodate the anticipated additional traffic volume
on this approach due to the proposed development. Otherwise, no mitigation measures
are deemed necessary at this intersection given its favorable LOS and field observations.
3) Based on the traffic study results, little to no impact is anticipated on City of Bell Gardens
infrastructure. In addition, the traffic expected to be generated by the development will
not consist of heavy or other types of vehicles which would adversely impact street
pavement with the exception of short-term construction-related traffic.
There are no significant LOS impacts anticipated based on the traffic study results.
Therefore, no mitigation measures are required at any of the study intersections. In
addition, traffic signal synchronization would not apply as a mitigation measure since there
is not a continuous group of signalized intersections in-place along Suva St.
4) Hazardous materials have not been identified. However, as part of the MMRP the
applicant is responsible for conducting surveys to identify hazardous materials such as
asbestos and lead, and remediate as necessary per EPA and SCAQMD standards. This
must be done prior to demolition and presented to SCAQMD and the City of Downey to
obtain permits.
