AND MITIGATED NEGATIVE DECLARATION
Dear Mr. Hernandez:
Thank you for the opportunity to comment on the Draft Initial Study and Mitigated Negative
Declaration (IS/MND) for Foster Bridge and Bluff Community Residential Project (VTTM 84168)
by the Olson Company. The City of Bell Gardens (Bell Gardens) has received the Foster Bridge
and Bluff Residential Project IS/MND to authorize a subdivision and zone change for the
construction of a 33-unit townhouse development on a 1.291-acre site adjacent to Bell Gardens
at 7360 Foster Bridge Boulevard. The proposed medium density development would adjoin
parcels zoned Light Industrial (M-1) and is near land zoned Open Space/Parks (O-S) with land
use designations of Industrial (I) and Open Space/Parks (O-S) along an east Bell Gardens
boundary near the Scout Avenue intersections of and Suva Street and Foster Bridge Boulevard.
This letter conveys the requests from Bell Gardens concerning issues that are germane to our
city's responsibilities and obligations to Bell Gardens residents and visitors in relation to the
proposed project.
Our understanding of the proposed project is that it consists of 33 air-space condominium units
within one common-ownership parcel. The site is currently occupied by a church, parking lot,
and landscaping proposed to be completely razed to the ground. Access to the site would be
from local collector streets, and the site's development is projected to be completed
approximately 12 months after construction commences.
Utilities and Service Svstems
1.Please provide copies of "will-serve" letters for water and sewer services from the
respective utility companies to ensure capacity and less than significant localized or
cumulative impacts.
Transportation/Traffic
2.The project anticipates generating 222 daily trips, an increase of 158 daily trips with 13
trips in the AM peak hour and 17 peak trips in the PM peak hour. Anticipated traffic
volumes were calculated based on existing zoning single-family zoning and a lower
impact church currently exists. Steps should be taken to address quality of life and
service impacts since additional trips may exceed current capacities.

o Although CEQA only considers VMT's, we believe it is important to provide a
traffic study with new traffic counts to address level of service (LOS) of the
following key intersections to address potential impacts :
i.Foster Bridge Rd and Suva St/Bluff Rd
ii.Suva St/Scout Ave
iii.Foster Bridge Rd and Scout Ave
iv.Suva St and Guatemala Ave
v.Suva St and Wiley-Burke Ave
o The traffic study should evaluate current conditions and future conditions, with
and without the proposed development.
o The developer's traffic engineer should provide mitigation measures to address
current reported congestion issues during peak hours at intersection "i" noted
above.
3.Measures to address impacts to infrastructure should be provided. LOS and other
infrastructure improvements that may be necessary (based on haul routes or added
vehicle trips that would impact Bell Gardens infrastructure).
o Provide an analysis addressing the possible need for added signalized stop or
traffic light synchronization to mitigate LOS impacts.
Hazards/Hazardous Materials
4.Based on the date of construction of the existing church, asbestos-containing material
(ACM) and other hazardous material could be encountered on the site if widely used
hazardous materials are present. The project should provide written assurance as
follows: 1) should hazards and hazardous materials, such as if soil must be transferred
or remediated, Bell Gardens would be notified and measures to mitigate any air pollutant
and transport methods would be provided to staff; and 2) a plan to contact Bell Gardens
Planning staff should hazardous material be encountered.

Project. These signatures represent real people that are deeply concerned of what a project of this magnitude would
do to our community. The message is clear, we do not want these condos. We understand something needs to be built
and based on the writing of AB2011 it clearly states that 'Residential density must meet or exceed specified levels that
vary between 10 and 30 units per acre".
As residents of the great city of Downey , you ask us to take pride in our community, vote to make change, and most
importantly look out for what's great for Downey. This project isn't it. I can write down 100 different reasons why this
project does not make sense, but the reality is the decision is ultimately yours. Every single person on this list
understands what's at stake, have threatened to move out of the Island , and have also vouched to vote accordingly in
November if this project continues, We need leaders that will fight for us, not the status quo. We need these leaders
NOW!
