Official Notice of Public Hearing

NOTICE IS HEREBY GIVEN that the Planning Commission of the City of Downey will conduct
a public hearing on Wednesday, May 1, 2024, at 6:30 p.m. to consider the following request:
A request to construct a 33-unit townhome development on a 1.29-acre site located at in the
northwestern portion of the City of Downey. The subject site is currently designated as Low Density
Residential and zoned R-1 (Single Family Residential). The application includes requests for a General
Plan Amendment to a Medium Density Residential land use designation and a Zone Change to the R-
3 (Multiple Family Residential) zone in order to facilitate the development of the proposed multifamily
townhome development. The project includes a request for a State Density Bonus, with total of 31
base units and two additional density bonus units. The project is eligible for a State Density Concession
and the applicant is also requesting various development standard Waivers pursuant to State Density
Bonus Law. The project application includes Vesting Tentative Tract Map No. 84168 to establish
separate parcels for townhome subdivision purposes.

On April 17, 2024, the Planning Commission voted on a motion to
approve PLN-23-00035, which included a recommendation to the City
Council to approve a General Plan Amendment and zone change
related to the above project. The motion failed on a 2-2 vote. Under
Government Code section 65855, the Planning Commission is to make
a written recommendation to the City Council for these types of matters,
so this item is being reagendized for the regular meeting of the Planning
Commission scheduled for May 1, 2024.

In accordance with the provisions of the California Environmental Quality Act (CEQA), a Mitigated
Negative Declaration of Environmental Impacts was prepared for the proposed project and was made

All interested parties are invited to submit written comments and/or to attend and give testimony. The
agenda and staff report, which provides a detailed description and analysis of this project, will be
posted to the City Boards and Commission Meetings page of the City's website
(http://www.downeyca.org) on the Friday prior to the public hearing.

actions in court, you may be limited to raising only those issues you or someone else raised at the
public hearing described in this notice, or in written correspondence delivered to the Planning Division
at, or prior to, the public hearing.
