The City Council of the City of Downey held a Regular Meeting at 7:38 p.m., March 22,
2005, in the Council Chamber of the Downey City Hall, 11111 Brookshire Avenue, Downey,
California, Mayor Anne M. Bayer presiding.

PRESENTATIONS :
Mayor Bayer presented the Mayor’s Service to the City award to Captain Robert Hohn, Fire
Department .
Mayor Bayer presented Certificates of Appreciation to Downey High School Girl’s Water
Polo Team in recognition of their recent CIF Championship.
Mayor Bayer presented a Proclamation declaring April 10 – 16 as National Library Week to
Library Advisory Board Chair, Debbie Black and Anthony and Steve George, faithful Library users.
Mayor Bayer presented a Proclamation declaring April as National Child Abuse Prevention
Month to Georgarme Bruce, Executive Director, Exchange Club Family Support Center.

NON-AGENDA PUBLIC COMMENT:

Maria Cervantes, resident of Downey, stated that she had mail stolen from the Firestone
Boulevard Downey Post Office outdoor mailbox which has resulted in identity theft and asked what
the City was going to do to protect its citizens from this happening.
Ronald Campos, representing Unity in the Community, thanked the City Council and staff for
their continuing support.

BOURIS TO THE LIBRARY ADVISORY BOARD FOR COUNCIL DISTRICT ONE:

9.ADOPTED RESOLUTION NO. 05-6841, A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DOWNEY APPROVING THE FILING OF AN APPLICATION
FOR PROPOSITION 12 GRANT FUNDS FROM THE URBAN FORESTRY GRANT
PROGRAM; AND AUTHORIZE THE DIRECTOR OF PUBLIC WORKS TO
EXECUTE ANY AGREEMENTS AND REQUESTS FOR PAYMENT: Public Works.
10.ADOPTED RESOLUTION NO. 05-6842, A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DOWNEY APPROVING THE SUBMITTAL OF A HAZARD
ELIMINATION SAFETY PROJECT APPLICATION FOR FEDERAL FISCAL
YEAR 2005-2006 FOR SIGNAL IMPROVEMENTS AT SELECTED
INTERSECTIONS: Public Works.

Council Member Cartozian inquired as to the time frame for implementation of the other
recommendations and how it is being handled; what the fees would be for the contractors and how
they would be determined. Assistant City Manager Powell responded that the contracts are for five
year terms that may be cancelled earlier if the need is no longer there; the major items in the Zucker
report will be presented to Council during the Budget review and all others are being implemented by
the Department Heads. The contracts set the percentage of the fees the company is paid and some
tasks would be on an hourly rate basis.
It was moved by Council Member Cartozian, seconded by Council Member Oann and
unanimously carried to approve the consultant services contracts.

Council Member Cartozian asked for an explanation as to the basis for this item and was
informed by City Attorney Vose that discussing the matter at this point other than the setting of the
Public Hearing would not be appropriate due to the agenda noticing requirements.
It was moved by Council Member Cartozian, seconded by Council Member Gafin and
unanimously carried to set the Public Hearing for April 26, 2005.
OTHER BUSINESS – Council Member Announcements or Requests for Future Agenda Items :
Council Member Trejo recognized the 4th & 5th grade student council from Rio Hondo
Elementary School and teacher Stephanie Miller in attendance tonight; reported that a meeting had
recently been held with the City Council/School District subcommittee where future projects were
discussed; expressed thanks to School Superintendent Dr. Doty for informing the City of the status of
the declining enrollment and the potential closing of Pace Elementary School; announced that he had
recently visited the new football field at Warren High School and expressed how great it looked; and
mentioned that former Downey resident Lorenzo Romar has been named coach of the University of
Washington basketball team.

Council Member Cartozian mentioned that tonight’s meeting will be adjourned in memory of
retired Downey Police Lieutenant Bill Lund; he recognized his brother Craig and friend Chris in the
audience tonight; also he thanked Mayor Bayer for recognizing Coach Sean Steward and the Girl’s
Water Polo Team from Downey High School on their recent CIF championship; and he mentioned
the recent negative publicity regarding the appointment of the Board of Directors of the Columbia
Memorial Space Learning Center Foundation and suggested that the Board consider including an
interested member of the Aerospace Legacy Foundation.
Council Member Gafin recognized the President of the Chamber of Commerce, Jerry Brady
in the audience tonight; and announced that the City had hosted a dinner meeting of the California
Contract Cities Association at the Rio Hondo Country Club; he also announced that he had
participated in the annual Are walk; and he also concurs that consideration should be given for a
citizen/resident/member of the Aerospace Legacy Foundation being part of the new Columbia
Memorial Space Learning Center Foundation.
Mayor Pro Tem Perkins congratulated Development Services Director Haines for the
Soroptomists recent Women of Distinction Awards; and the local League of Women Voters for their
celebration of Women’s History Month.
Mayor Bayer announced that the upcoming Certified Emergency Response Team (CERT)
classes are going to be held on April 16, 23 and 30 at the First Baptist Church.
